The City of Oxnard's Housing Department, Affordable Housing and Economic Development Division, is seeking a Project Manager with strong analytical and project management skills to be part of the team. The ideal candidate will have experience with public sector housing and commercial real estate transaction projects.

WHAT YOU'LL DO:

  • Evaluate and underwrite loans for affordable housing and economic development projects, including mixed-use projects
  • Prepare loan documents, monitor construction financing, and complete conversion to permanent financing
  • Manage complex public and private partnerships, negotiate real estate transactions including lease agreements, research key economic and business trends, and assist developers
  • Conduct research related to funding opportunities, zoning, and federal and state regulatory requirements
  • Perform a wide variety of activities in the analysis, design, implementation, coordination, evaluation, and monitoring of programs and objectives
  • Create and implement grant and loan programs to support small businesses, create affordable housing opportunities, and promote economic and business opportunities
  • Revitalization of commercial districts, development of affordable housing, and elimination of slums and blight
  • Research and apply for grant opportunities related to affordable housing and economic development

Payroll/Classification Title: Administrative Services Analyst, Senior

DISTINGUISHING CHARACTERISTICS:

This classification is distinguished from the Administrative Services Analyst in that it performs advanced professional financial, managerial and/or operational analysis work and/or provides professional program analysis, evaluation, and administration. May lead professional-level staff and may serve as a designated subject matter expert.

SUPERVISION EXERCISED / SUPERVISION RECEIVED:

Receives general supervision and is expected to prioritize work to meet deadlines and to keep the supervisor informed of any unusual or irregular issues that would impact achievement of a deadline, organizational policy or procedure or in consideration of risk management. Supervises paraprofessional staff and less than two professional staff including conducting performance evaluations, coordinating training, and implementing hiring, discipline and termination procedures.

WORK SCHEDULE: The normal work week is Monday through Thursday 8:00am to 6:00pm and alternating Fridays 8:00am to 5:00pm. Depending on the area of assignment staff may be assigned to a shift that is outside the standard work hours. This position may be required to be available for additional hours in response to peaks in workloads and changes in department needs.

Essential Functions

Performs advanced professional financial, managerial and/or operational analysis work; supervises and oversees paraprofessional and professional staff in assigned area; may assist in training staff and serving as a lead worker

Provides program management in assigned area; provides analytical support and coordination of special projects, as assigned.

Responds to inquiries from internal and external customers; conducts research, audits and/or assessments; provides information, guidance, and materials in support of designated programs; troubleshoots issues and resolves problems; and, provides project staff support, liaison services and/or general oversight to designated committees, external stakeholders or project teams. Monitors and ensures compliance with policy, procedures, standards and/or regulations.

Gathers information, analyzes and compiles data, identifies requirements and trends, and presents findings; prepares, updates, and maintains records, reports, presentations, and databases.

Participates in the development, implementation, monitoring, and evaluation of assigned division, program, and/or project budgets and expenditures. Provides procurement recommendations and assists in purchase acquisitions.

Performs other duties of a similar nature and level as assigned.

POSITION SPECIFIC RESPONSIBILITIES MIGHT INCLUDE:

Positions assigned to management analysis/program administration may be responsible for:

  • Perform professional advanced journey-level analysis policy support and program/project administration;
  • Lead project development, design, coordinate, and implement programs;
  • Manage projects;
  • Conduct financial analyses
  • Administer contracts;
  • Prepare agenda items for City Council and other boards and commissions;
  • Compile and analyze data;
  • Prepare complex reports;
  • Represent the city in professional meetings and/or with other agencies;
  • Write grant applications; conduct surveys;
  • Recommend policies and procedures;
  • Participate in the design of new and revised programs, systems, procedures, and methods of operations;
  • Coordinate and review transactions;
  • Plan and coordinate safety programs and emergency plans, as assigned;
  • Perform injury/accident investigations, as assigned;
  • Assist with deterring reasonable accommodations, as assigned.
Minimum Qualifications

The following are the minimum qualifications necessary for entry into the classification:

EDUCATION:

  • Bachelor's degree in business or public administration, urban planning, real estate development, finance, or related field.

EXPERIENCE:

  • Three (3) years of journey-level professional experience in project management.

OTHER REQUIREMENTS:

  • Must be able to communicate in English effectively, both orally and in writing.

HIGHLY DESIRABLE:

  • Ability to read, write, speak, and understand Spanish to effectively communicate with customers and vendors is preferable, but not required.

Regular and reliable attendance, effective communication skills, and development of effective working relationships are requirements of all positions.

Employees are required to participate in the City's direct deposit plan and are paid on a bi-weekly basis.

This position requires a 12-month probationary period.

Retirement Contributions:

New members (as defined by PEPRA), 2% @ 62; "Classic" members 2% @ 55. The employee will be required to pay a portion of their annual earnings toward their retirement. The City of Oxnard does not participate in social security.

Safety Designated Positions: New members (as defined by PEPRA), 2.7% @ 57; "Classic" members 3% @ 50. The employee will be required to pay a portion of their annual earnings toward their retirement depending on their relevant MOU. The City of Oxnard does not participate in social security.

Vacation/Annual Accrual Rates:

Leave accrual rates vary between 6.24 – 11.78 hours per pay period based on years of service.

Administrative Leave:

Management employees are not compensated for overtime worked. However, the department director may authorize up to 40 hours of administrative leave in one year.

Deferred Compensation:

The City contributes 1% of employee salary to a 401(a) plan of its choosing.

Retirement Health Savings

The City contributes 1% to a retirement health savings account.

Bilingual Pay: A regular full time employee may receive bilingual pay at the rate of $50.00-$100.00 bi-weekly depending on the Level the employee is required to provide bilingual services as determined by the City Manager or designee.

Health and Dental:

Employees can choose from a variety of medical plans provided by the City. The City's contribution to medical coverage is outlined below:

Level One – For employees hired before January 1, 2023, the City contributes $1,543.00 per month toward medical insurance premiums and an additional $74.21 per month toward dental insurance premiums. Employees will receive cash back if the medical plan they choose is less than the City's monthly contribution of $1,543.00 per month. Employees who waive medical insurance will receive cash back in the amount $1,243.00 per month provided they provide proof of other qualifying coverage. Any unused dental premium monies are paid to the employee. If employees hired prior to January 1, 2023 make any changes to their health plan, they will be placed in level two.

Level Two - For employees hired on or after January 1, 2023, the City will contribute $1,956.00 towards medical insurance premiums with no cash back. Employees who waive medical insurance will receive $500.00 per month cash back provided they show proof of other qualifying coverage. The City will continue to provide $74.21 per month towards dental insurance.

Holidays:

The City observes 12 holidays per year

Life Insurance:

City employees receive Basic Life Coverage ($7, times annual salary 100% paid by the City. Employees also have the option to purchase additional insurance.

Tuition Reimbursement:

Full-time employees are eligible for 100% reimbursement for work-related coursework up to a maximum of $5000 per fiscal year.
