Position Summary:
New York City Public Schools (NYCPS) provides resources and programs to improve building and resource efficiency, addressing environmental issues and social inequities to support lasting change. The collaborative team manages numerous programs across nearly 1,900 schools and 1,500 buildings that foster stakeholder engagement, climate action, and optimize operations to reduce environmental impact.

The Office of Energy & Sustainability (OES) works with school-based stakeholders, central NYCPS Offices, non-profit partners, and other City agencies to reduce greenhouse gas emissions, reduce waste and maximize waste diversion, and support the connection of climate and sustainability leadership and action to staff and students. The mission-focused Office supports a variety of ambitious, City-aligned sustainability and climate goals and Mayoral initiatives.

The Energy Project Manager (EPM) will oversee projects to reduce greenhouse gas emissions and achieve energy use reduction through building upgrades to accelerate and amplify agency progress towards ambitious climate and sustainability commitments under Local Law 97 (NYC Climate Mobilization Act). The Energy Project Manager will work closely with the Borough Energy Manager to oversee the daily progress of energy projects and ensure projects are completed accurately per technical specifications, on time, on budget, and with transparency and a high degree of professionalism. The incumbent must possess strong management skills and be able to work collaboratively with the OES team, contractors, other city agencies, and facility personnel within NYCPS. Work closely with Energy Managers, Director of Energy Management, Chief Sustainability & Decarbonization Officer and Office of Energy & Sustainability team, technical and Maintenance teams, Custodian Engineers, Division of School Facilities- central and borough teams, contractors, school-based staff, Department of Citywide Administrative Services' (DCAS) Division of Energy Management (DEM), and School Construction Authority.

Responsibilities

  • Working as part of the Energy Management team in the Office of Energy & Sustainability, plans, executes, and manages all planned decarbonization projects focused on emissions reductions, energy efficiency, and improving school buildings for staff and students. Serve as the primary field representative for a portfolio of energy projects, and as the lead for project updates and impact for the leadership team.

  • Responsible for the timely and cost-effective implementation of Accelerated Conservation and Efficiency (ACE) programs, Expenses for Conservation and Energy Leadership (ExCEL), retro-commissioning, and other energy projects and funding programs, including the following: ACE Program for capital projects.

  • Responsible for the execution of diverse project types under the oversight of the Borough Energy Manager (e.g., such energy conservation measures as steam systems optimization, Building Management System (BMS) upgrades, Demand Control Ventilation upgrades, lighting and vacancy sensors upgrades, boiler controls, electric hot water heater installations, etc.).
  • Responsible for ExCEL Program funds, retrofits, operations and maintenance (O&M) measures (e.g., LED lighting upgrades, BMS upgrades, pipe and valve insulation, steam trap replacements, etc.), as well as non-technical measures to address staff training, outreach and communications, tool purchases, and energy audits.
  • Responsible for ensuring projects are delivered on time, on budget, and per technical specifications and all standards.
  • Ensure Retro-commissioning Program (RCx) funds comply with Local Law 87 and will be responsible for the execution of projects as directed by the Borough Energy Manager (e.g., thermostat/valve replacements, boiler, and vacuum pump repairs, HVAC/fan/coil cleaning, weatherization, motor replacements, etc.).
  • Develops project scopes of work through surveys and site visits; liaises with Contractors to develop cost estimates for projects (e.g. for use in funding applications) as guided by the Energy Manager; Coordinates with all Contractor teams to ensure site access, communications, and deliverables; manages the delivery of all projects and manages all related contracts and Contractors throughout project delivery.
  • Reviews contractor proposals for accuracy, supports projects as the lead from start to completion, and performs final inspections to ensure that all expectations, technical specifications, and applicable standards/codes are met with fidelity.
  • Resolves technical project issues and manages project documentation, including work orders, purchase orders, scopes of work, cost proposals and invoices, and project status sheets. Maintains accurate documentation and manages all data and updates for projects, including information from Contractors.
  • Shepherds the payment and documentation processes and procedures for all projects and contractors.
  • Sets goals, develops performance metrics, tracks progress, and recommends areas of improvement and/or opportunity for decarbonization in coordination with the Energy Management team.

Qualification Requirements
Minimum
One Year Of Full-time Satisfactory Experience In Supervising Employees Performing Project Management Work, Such As Planning, Administering, Managing, Coordinating Or Expediting, On Engineering And/or Architectural And/or Landscape Architectural Projects, Or Supervising a Construction Project With a Value Of $1,000,000 Or More, And Either

  • A baccalaureate degree from an accredited college in engineering, architecture, landscape architecture, business administration, or public administration, and one year of full-time satisfactory experience in project management work, such as planning, administering, managing, coordinating or expediting, for engineering and/or architectural and/or landscape architectural projects; or
  • A four year high school diploma or its educational equivalent and five years of experience as described in "1" above; or
  • A four year high school diploma or its educational equivalent plus any combination of college education and/or experience described in "1" above to make up the equivalent of five years of education and experience. One year of experience credit will be given for: (a) each 30 semester credits of college education leading to a bachelor's degree from an accredited college in engineering, architecture, landscape architecture, business administration, or public administration; (b) a Masters degree from an accredited university in one of the disciplines described in "1" above; or (c) a valid New York State license as a Professional Engineer, Registered Architect or Registered Landscape Architect. Experience which is primarily of a design nature is not acceptable towards meeting the qualification requirements.

Assignment Level II: Special Requirements
In addition to meeting the qualification requirements for Assignment Level I, candidates must have at least one additional year of experience as described in
"1"
above in a supervisory capacity or have served for at least one year as a project manager for a large and/or complex construction project.

In addition to meeting the minimum requirements, individuals must have two additional years of the experience described in "1" above.

Preferred

  • Understanding of building energy systems, e.g., lighting, HVAC, BMS/pneumatic controls, electrical, etc.
  • Ability to effectively manage simultaneous projects as well as effectively work with diverse groups in a fast-paced, multi-deadline, and impact-driven environment.
  • Previous experience managing contractors.
  • Previous experience in cost estimating and/or project commissioning.
  • Candidates with CEA, CEM, CBCP, or BOC 1 certifications.
  • Ability to perform independent, field-based work with high degree of accountability and performance.
  • Ability to develop thoughtful and creative approaches for addressing a wide range of analytic questions.
  • High level of proficiency with a wide range of analytical and presentation tools.

Salary
: $99,759 - $100,000

(Internal candidates who are selected for this position and who currently hold comparable or less senior positions within the DOE will not earn less than their current salary.)
