The duties that the incumbent of the vacancy will be expected to perform. Duties Description Under the supervision of the Office Services Manager, SG-23, within the Office of Financial Services Division, Facilities / Mailroom Bureau, the primary responsibilities of the Public Buildings Manager 2 (PBM 2) will be to manage nine leased office spaces totaling more than 310,000 square feet located in the Capital Region and Central and Western New York. This responsibility includes supervising contract and building staff assigned to maintenance and construction projects, enforcing building policies and codes, managing vendors and contracts, and collaborating with WCB leadership, tenant agencies, and visitors to ensure a safe, efficient, and customer-focused work environment.The PBM 2 also provides cross-functional support to other units within the Facilities / Mailroom Bureau, including health, safety, and emergency preparedness activities and mailroom operations. Additional duties include but are not limited to: Facility Management & Operations
• Serve as the Board's liaison with building management, the Office of General Services, and landlord representatives for all assigned office locations.
• Supervise contract workers, vendors, and consultants responsible for maintenance, grounds and custodial services.
• Manage and supervise daily operations of WCB facilities, ensuring efficient, uninterrupted service and a professional work environment.
• Maintain and implement a scheduled preventive maintenance program and initiate and track work orders.
• Inspect facilities to determine maintenance needs, assess the quality of custodial and building services, and remediate any service deficiencies.
• Enforce internal operating procedures, building codes, and safety protocols to ensure compliance across all locations.
• Coordinate with internal and external teams to address operational needs, including climate control, lighting, utilities, and general upkeep.Supervision
• Supervise and inspect the work of building and contractual staff responsible for custodial services, maintenance, grounds, security, and parking.
• Monitor quality and safety standards, provide coaching and feedback, and resolve performance issues and grievances.
• Enforce workplace safety practices and ensure staff compliance with agency policies and procedures.Construction, Renovation & Office Moves
• Plan and supervise office renovation, construction, and reconfiguration projects in collaboration with Facilities colleagues.
• Coordinate with vendors, contractors, and other stakeholders to ensure timely, cost-effective project execution with minimal disruption to services.
• Supervise the review and approval of construction schedules and inspect job sites and work progress to verify adherence to codes, contracts, and WCB specifications.
• Oversee logistics for office moves, ensuring coordination of contractors, IT equipment setup, furniture delivery, and staff relocation.Contract & Purchasing Management
• Coordinate with the WCB Contracts Unit to develop, execute, and manage contracts and service agreements for facility operations (e.g., maintenance, renovation, custodial, or security).
• Monitor vendor performance, ensure compliance with contract provisions, and address any performance or service issues.
• Manage inventory of maintenance-related supplies and manage purchasing approvals and materials acquisition.Health, Safety & Emergency Preparedness
• Assist in the implementation of health and safety initiatives, including fire safety, emergency evacuation plans, and first responder coordination.
• Ensure all facilities maintain compliance with applicable health, safety, and accessibility regulations.
• Support WCB's Reasonable Accommodation Program by facilitating office modifications and procuring equipment based on approved medical support accommodation requests.Mailroom Operations
• Serve as the backup supervisor for mailroom operations, which includes overseeing mailroom activities statewide at our 21 leased office spaces and directly overseeing four mailroom staff.
• When the individual who oversees the mailroom is traveling or otherwise unavailable, supervise the daily intake, sorting, and distribution of mail and packages to ensure appropriate and timely delivery.Operational Support & Coordination
• Collaborate with other WCB business units and regional offices to address space needs, equipment requests, and facility-based challenges.
• Coordinate tenant notifications and access plans for maintenance projects that may impact office functionality.
• Travel to WCB offices as needed to inspect facilities, manage active projects, and support on-site operations.Travel
• Assist with office and staff moves as required.
• Travel to various WCB offices as needed for facilities support and audits.
• Overnight travel required – up to 20%.
The minimum qualifications required for this vacancy. Minimum Qualifications Candidates must be reachable on the appropriate Civil Service eligible list.ORThis title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At this time, agencies may recruit and hire employees by making permanent non-competitive appointments and the official probationary period will begin.At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. In addition, at least one of the five years MUST include supervision of service contractors or in-house staff including plumbers, electricians, carpenters and other skilled trades persons. You MUST include the square footage with your application and clearly state duties performed. Failure to do so will result in the disapproval of your application;Or 2. 60 semester credit hours in architecture, architectural technology, construction management, construction technology, engineering, engineering technology, facilities management, business, business administration, or public administration AND three years of experience managing an occupied commercial building with a gross square footage of at least 200,000 or a complex of occupied buildings totaling at least 250,000 square feet that MUST include the direct responsibility for building maintenance (including HVAC), minor building rehabilitation AND one or more of the following three areas: grounds maintenance, security and access control, or cleaning oversight including sanitary requirements and inspection. In addition, at least one of the three years MUST include supervision of service contractors or in-house staff including plumbers, electricians, carpenters and other skilled trades persons.
