About The LOSSAN Rail Corridor Agency
The Los Angeles – San Diego – San Luis Obispo (LOSSAN) Rail Corridor is a joint powers authority that works to increase ridership, revenue, capacity, reliability, coordination and safety on the coastal rail line between San Diego, Los Angeles and San Luis Obispo. The LOSSAN Agency assumed management responsibility for the Pacific Surfliner service in July 2015, following the execution of an interagency transfer agreement with the state of California. The Pacific Surfliner travels along a 351-mile coastal rail route through San Diego, Orange, Los Angeles, Ventura, Santa Barbara and San Luis Obispo counties, serving 29 stations. It is the busiest state-supported intercity passenger rail route in the United States with 24 daily trains and annual ridership of nearly 3 million. The LOSSAN Agency is staffed by the Orange County Transportation.

Overview
Under minimal guidance, coordinates all safety related matters for the Pacific Surfliner, and ensures operations comply with all federal, state and agency policies and regulations. This includes both rolling stock and station facilities. Responsibilities require an exceptional ability to coordinate multiple tasks and build strong relationships across multiple functional areas.

This is an exempt position in Salary Grade 230: Min $124,883.20 – Mid $149,177.60 – Max $173,472.00 per year. The starting salary will be within this range based on qualifications.

The position will remain open until a candidate is selected.

  • Ensures passenger service quality standards outlined in the service Operating Agreement.
  • Assists with the development of standard policies and procedures for rail equipment and stations.
  • Ensures compliance with all applicable state and federal regulations for intercity passenger equipment and stations.
  • Provides effective and timely reports to management on the condition and policy adherence of rail vehicle maintenance and station maintenance operations.

Inspires & Motivates Others:
Moves others to high level of performance, unlocks exceptional results in self and others.

  • Coordinates all compliance inspections with the contracted operator and, working closely with the contracted operator, ensures that required policies and procedures are in place and complied with.
  • Works closely with the contracted operator to ensure all safety requirements and certifications are current and in compliance with all applicable regulations.

Solves Problems & Analyzes Issues:
Has and applies problem analysis and problem-solving skills on a technical and interpersonal level.

  • Conducts frequent inspections to determine overall equipment conditions; ensures the highest possible standards of cleanliness, performance, and compliance with established performance measures.
  • Performs station inspections on a regular basis; develops a comprehensive and prioritized list of station needs; ensures that stations are operating in compliance with established station standards.
  • Develops and implements a program of compliance monitoring, reporting and oversight and coordinates with LOSSAN Operations and Equipment Manager to assure that the equipment maintenance program for the Pacific Surfliner fleet is carried out in full compliance with all regulatory requirements, industry best practices and contractual provisions/standards.

Works in a Collaborative Manner with Others:
Works in a collaborative manner with others, helps resolve unproductive conflict.

  • Coordinates with appropriate law enforcement agencies regarding all safety and security elements related to the Pacific Surfliner service. Provides regular updates to LOSSAN management on reportable crimes, incidents and safety issues on the Pacific Surfliner and thruway bus services, including at stations or bus stops.
  • Communicates effectively at all levels and works collaboratively across lines of business and multi-functional team.
  • Effectively builds and maintains professional relationships.

Qualifications
Any combination of education and experience equivalent to a bachelor's degree with a minimum of seven years related experience (ten years preferred) in rail operation and rolling stock regulatory compliance and inspection and rail safety. Intercity passenger rail equipment maintenance rail experience is strongly desired.
