Transportation Planner I – Congestion Management

The Transportation Department of the North Central Texas Council of Governments (NCTCOG) is seeking a Transportation Planner in Congestion Management. The individual in this position will contribute to regional efforts aimed at improving mobility, enhancing transportation safety, and reducing congestion. This position also supports strategic planning and the deployment of innovative transportation technologies and data-driven solutions. A successful candidate will help optimize existing transportation networks through performance analysis, technology integration, and collaboration with local and state partners. Responsibilities may include, but are not limited to, the following:
- Working with supervisor to update NCTCOG's Congestion Management Process for the Dallas-Fort Worth Region
- Working with supervisor to coordinate and review consultant work activities related to the development of regional integration software and the deployment of the regional communication network
- Working with supervisor and partners to implement congestion management and system operation strategies during special events, including the 2026 World Cup
- Working with supervisor to assist local governments in the development and implementation of transportation plans, policies, and programs aimed at reducing traffic congestion and improving system reliability
- Working with supervisor to develop strategies for transportation plans, assess program and project effectiveness through analyses, and monitor the implementation of funded projects
- Assisting with the development and evaluation tools for 511DFW services and regional congestion management initiatives
- Assisting supervisor in the management of projects, including planning, budgeting, and coordinating with internal and external partners
- Drafting for supervisor review, reports, grant applications, and technical documents to communicate transportation concepts and recommendations
- Drafting presentations for supervisor review, with the opportunity to deliver oral presentations to staff and committee members
- Assisting with planning for and attending meetings, workshops, and public engagement events to gather input and promote transparency in the transportation planning process
Required Skills
- Good communication skills, both written and verbal, and interpersonal skills with the ability to listen to and follow instructions, collaborate with team members, and present ideas
- Good critical thinking and problem-solving skills
- Working knowledge of Microsoft Word, Outlook, PowerPoint, and Excel
- Detail oriented, highly organized, with an ability to manage multiple assignments/tasks and work well in a deadline-driven environment without diminishing quality of work
- Ability to work independently and in a team environment
Required Education and Experience
- Bachelor's degree in analytical, quantitative methods
- One year or less of work-related experience
Starting Salary Range
Minimum of $49, $58,826.95 annually
The North Central Texas Council of Governments (NCTCOG) is a voluntary association of, by, and for local governments, and was established to assist local governments in planning for common needs, cooperating for mutual benefit, and coordinating for sound regional development. Since 1974, NCTCOG has served as the Metropolitan Planning Organization for transportation in the Dallas-Fort Worth Metropolitan Area and is responsible for developing transportation plans and programs that address the complex needs of the rapidly growing area. The planning area for transportation includes the 12 counties of Collin, Dallas, Denton, Ellis, Hood, Hunt, Johnson, Kaufman, Parker, Rockwall, Tarrant, and Wise.
