Job Summary

The State of South Carolina Department of Public Health is looking for - System Software Programmer - Project Lead-Rhapsody Integration Developer

Why is this position open: This is a backfill position to complete outstanding work items, support Lab and Disease Surveillance integration with an eCR and ELR focus, help with CDC Data Modernization Efforts, and provide customer support and guidance.

Max Bill Rate: $75.00/hour 1099

Candidate will need to be on Contract W2 only

Will close to submissions on 10/19/2025 5:00 PM EST.

Interview Process: One initial round of Teams video interviews will be scheduled for the top 3 candidates after the close of the posting date. If no candidate is selected a second round of interviews will be conducted.

Duration of the Contract: 12 Months

Visa: USC/GC/GC-EAD/H4-EAD/OPT-EAD

Possibility for Extension: Yes

Work Location: 100% Remote, Monday - Friday.

Candidate Location: Open to Nationwide US candidates, must work in Eastern Standard Time Zone

Join our Public Health Systems Integration team to develop, maintain, and modernize data integration processes using Rhapsody Integration Engine (v6+). Work closely with DPH and IT teams to design, configure, and optimize HL7 (v2.x) interfaces for Electronic Case Reporting (eCR) and Electronic Lab Reporting (ELR). Responsibilities include creating and updating routes, troubleshooting production issues, performing code reviews, and ensuring system uptime.

Must be skilled in Rhapsody, Symphonia Mapping Language (SML), HL7, XML/XPath, SQL, JavaScript, and SOAP web services. Experience with HIPAA, CDC, PHI/PII data security, and public health data integration preferred.

Nice-to-have: CDA/CCDA, LOINC/SNOMED, DevOps/JIRA, Windows Server, SDLC, and large-scale healthcare integration experience.
