To perform responsible professional and technical administrative duties in providing staff assistance to departments and major divisions or offices; assume significant responsibilities in a functional area such as the budget process, cultural programs, housing, technical services, or special projects; and perform other related duties, as assigned.
DISTINGUISHING CHARACTERISTICS
This is the journey level classification in the Management Analyst series. Positions in this classification are flexibly staffed and are normally filled by advancement from the lower classification of Management Analyst I, or, when filled from the outside, require prior municipal administrative experience. Appointment to the higher class requires that the employee be performing substantially the full range of duties for the class and meet the qualification standards for the classification. A Management Analyst II works under general supervision and is expected to perform the entire range of administrative and technical duties. Work in this classification is distinguished from that of a Management Analyst I by the greater complexity of the assignments received and by the greater independence with which an incumbent is expected to operate.
SUPERVISION RECEIVED AND EXERCISED
General supervision is provided by higher-level management personnel.
Responsibilities may include the technical and functional supervision of technical and clerical personnel.

Compile and analyze data and make recommendations on the formulation of policy and procedure, and staffing and organizational changes.
Conduct surveys and perform research and statistical analyses on administrative, fiscal, personnel, and operational problems.
Assist in preparation and review of the citywide budget.
May participate in employee negotiation process.
Participate in the installation of new and revised programs, systems, procedures, and methods of operation.
Coordinate the research, development, review, and preparation of grant applications; and monitor existing programs for compliance with regulations.
Compile materials and assist in the preparation of reports, manuals, and publications.
Participate in administering contracts.
Assist in the design and implementation of systems and forms for use in operation.
Respond to complaints and requests for information.
Represent the City in interdepartmental, community, regional and professional meetings as required.
Provide staff support to the various committees, commissions, or other groups.
Perform a variety of cultural arts tasks in support of the art gallery and theatre.
Organize special events.
Write and administer grants.

Experience And Education
To qualify for this classification, an individual must possess any combination of experience and education that would likely produce the required knowledge and abilities, and enable the individual to successfully perform the essential functions of the position.
Experience
A typical combination is:
Two (2) years performing duties comparable to those of a Management Analyst I in the City of Brea.
Education
Equivalent to a bachelor's degree from an accredited college or university with major work in public or business administration or a closely related field.
Knowledge of
Research techniques, methods, and procedures and report presentation.
Ability to
Properly interpret and make decisions in accordance with laws, rules, and policies.
Analyze complex data and prepare written reports.

THE SELECTION PROCESS
Shall consist of two phases: (If you should need assistance in completing the employment application or in participating in the selection process, please notify Human Resources before the filing deadline or as soon as possible).
Phase One
- Application Review: The first phase of the selection process shall be a detailed review and appraisal of each candidate's application. Those candidates determined to be most qualified based on education and experience, as submitted, may be invited to participate in the next phase of the selection process. No weight shall be assigned to this phase of the selection process.
Phase Two - Oral Appraisal Interview: Candidates who receive a minimum score of 70% in this phase shall have their names
placed on the Eligibility List for Management Analyst II. Eligibility Lists are generally valid for one year. Once the list is established, the Administrative Services Department may conduct follow-up assessments.
Prospective candidates must successfully complete a thorough background review. Upon a contingent offer of employment, prospective candidates must successfully complete a medical examination and provide proof of legal work status. All new employees will be fingerprinted as a part of the employment process and a criminal history check will be conducted with the Department of Justice and Federal Bureau of Investigation.
In accordance with Government Code Section 3100, City employees, in the event of a disaster are considered disaster service workers and may be asked to respond accordingly.
