General Definition of Work

Performs work responsible for performing a variety of secretarial and clerical functions in support of the Human Resources Offices, upkeep of personnel and risk management files and serves as a backup for payroll for the City of Cape Girardeau.

Essential Functions

  • Serves as receptionist and answers the office telephone; assists customers with information and assist visitors with the application process.
  • Maintains records and files; completes personnel and medical filing, including logging wage increases, promotions, transfers and terminations; scans documents into LaserFische.
  • Provides administrative support for the Human Resources Department including, but not limited to preparation of memoranda, letters, reports, power point presentations, creating new hire packets and tracking completed training.
  • Sends onboarding to Part Time Parks & Recreation new hires.
  • Performs various finance functions including billing/coding of invoices, all HR P-Card transactions, requisition processing and purchase order receiving.
  • Creates and maintains employee medical, workers' comp and risk management files through the scanning and shredding process.
  • Assists with pre-employment, post-accident and random drug testing.
  • Completes requests for verification of employment.
  • Maintains and updates employee City ID cards and access rights; tracks ID card for budget transfer.
  • Performs the duties of Payroll & Benefits Coordinator and/or HR Specialist in their absence.
  • Can be called to active duty in the event of a City emergency.
  • Performs other related duties as assigned.

Minimum Qualifications

  • High School graduate or equivalency and three (3) years of responsible clerical or office experience.
  • Experience in operations of Microsoft Software.

Preferred Qualifications

  • Preference may be given to applicants with higher educations; additional related training and/or experience.
  • Proficient in the use of Microsoft Word, Excel and other contemporary software packages.

Salary per hour $18.58, plus a generous benefit package.

  • Bi-weekly pay periods.
  • Twelve paid holidays per year.
  • 96 hours of vacation – accrued throughout the year.
  • 96 hours of sick leave – accrued throughout the year.
  • 2 days of personal leave per fiscal year. Must be employed on July 1 of the fiscal year to receive.
  • City paid monthly premiums for health and dental insurance – Employee only.
  • City paid monthly life insurance for employee only (1 times annual salary up to $50,000).
  • Optional group term life insurance purchased at employee's expense.
  • Optional vision insurance purchased at employee's expense.
  • Voluntary deferred compensation plan – not matched by the City.
  • Retirement (LAGERS) paid by the City. Missouri LAGERS – A Secure Retirement for All ).
  • Total compensation value (Hourly starting rate plus benefits value) for this position is $27.98 hourly/$58,202 yearly.
