HPD is entrusted with fulfilling these objectives through the goals and strategies of "Housing Our Neighbors: A Blueprint for Housing and Homelessness," Mayor Adams' comprehensive housing framework. To support this important work, the administration has committed $5 billion in new capital funding, bringing the 10-year planned investment in housing to $22 billion the largest in the city's history. This investment, coupled with a commitment to reduce administrative and regulatory barriers, is a multi-pronged strategy to tackle New York City's complex housing crisis, by addressing homelessness and housing instability, promoting economic stability and mobility, increasing homeownership opportunities, improving health and safety, and increasing opportunities for equitable growth.
Your Team:
The Office of Enforcement and Neighborhood Services (OENS) lead the agency's effort to work closely with other HPD divisions and outside community partners to identify buildings in distress, assess and develop appropriate strategies to address those properties and work closely with responsible owners to develop a plan to improve conditions and return buildings to firm financial footing and physical health. OENS uses enforcement tools within its Division of Code Enforcement, Housing Litigation Division, Emergency Operations and Enhanced Enforcement, and the Division of Neighborhood Preservation to ensure compliance with legal and regulatory obligations.
The Office of Enforcement and Neighborhood Services is composed of seven divisions: Data Management & Technology (DMT), Division of Neighborhood Preservation (DNP), Administration & Internal Compliance (AIC), Housing Litigation Division (HLD), Division of Code Enforcement (DCE), and Emergency Operations and Enhanced Enforcement Division (EOD) and Division of Emergency Housing Services (EHS).
Your Impact:
As the Supervising Inspector/Associate Inspector L-2 for the Division of Code Enforcement, you will assist the division in assuring owner compliance with the New York city Housing Maintenance Code (HMC) and the New York State Multiple Dwelling Law (MDL) in privately-owned, multiple-unit dwellings and tenant-occupied apartments in one- and two-family houses throughout the City to promote quality housing for New Yorkers.
Your Role:
Under direct supervision in the Division of Code Enforcement, you will perform as a Supervising Inspector/Associate Inspector L-2. You will be responsible for, but not limited to, the following:
Your Responsibilities:
Assigning and reviewing the work of Housing Inspectors who conduct inspections of multiple dwellings and other structures to ensure the enforcement of the Multiple;
Dwelling Law, Housing Maintenance Code, and other related laws rules and regulations;
Supervise Staff and provide training;
Ensure that inspections, re-inspections and violation information are properly entered into the computer system and kept current;
Directing the preparation of supporting documents for inspections;
Attending meetings and completing special project assignments;
Performing field inspections; responding to immediate emergency conditions and taking appropriate action;
Providing technical consultation to inspectorial staff;
Accompanying Inspectors/ Associate Inspectors L1 on field inspections to address complex issues with tenants or landlords;
Implementing policies and procedures as directed.
Preferred Skills:
The ability to speak and read in more than one language;
Must have and maintain a valid NYS driver's license;
Candidates must be proficient in most Microsoft applications.

Minimum Qualifications
A four-year high school diploma or its educational equivalent and five years of satisfactory, full-time experience as an investigator evaluating credit worthiness, searching for assets, verifying information concerning education, experience, and other personal qualifications bearing upon character and fitness for employment, or performing investigations involving the research, compilation and/or location of evidence or information in order to build a case or uncover activities of a criminal, corrupt, unlawful or unethical nature; or
An associate degree or 60 semester credits from an accredited college and four years of satisfactory, full-time experience as described in "1" above; or
A baccalaureate degree from an accredited college and two years of satisfactory, full-time experience as described in "1" above; or
Education and/or experience equivalent to "1", "2", or "3" above.
