About the Agency:

The New York City Department of Housing Preservation and Development (HPD) is the nation's largest municipal housing preservation and development agency. Its mission is to promote quality housing and diverse, thriving neighborhoods for New Yorkers through loan and development programs for new affordable housing, preservation of the affordability of the existing housing stock, enforcement of housing quality standards, and educational programs for tenants and building owners. HPD is tasked with fulfilling Mayor de Blasio's Housing New York Plan which was recently expanded and accelerated through Housing New York 2.0 to complete the initial goal of 200,000 homes two years ahead of schedule by 2022 and achieve an additional 100,000 homes over the following four years, for a total of 300,000 homes by 2026.

Your Team:

The Office of Development leads the implementation of the Mayor's Housing Plan to create or preserve 300,000 units of affordable housing by 2026. This is performed in close collaboration with HPD colleagues, other City and state agencies, and the New York City Housing Development Corporation (HDC).

The Office of Development is composed of nine divisions:

- Executive Office Operations and Policy

- Division of Compliance and Enforcement

- Division of Housing Incentives

- Division of Building & Land Development Services

- Division of New Construction Finance

- Division of Homeownership Opportunities & Preservation

- Division of Preservation Finance

- Division of Special Needs Housing

- Division of Portfolio Management and Conversion

Your Impact:

The Tax Credit & Discretionary Exemption Unit is responsible for the allocation of a portion of the State of New York's federal Low Income Housing Tax Credit (LIHTC) allotment - both 9% competitive credits and 4% "as-of-right" credits and the review and administration of the discretionary 420-c and Article XI benefit programs.

Your Role:

Under the supervision of the Executive Director for the Tax Credits & Discretionary Exemption, the Analyst will perform complex technical, administrative and analytical work in the administration of tax credits and discretionary tax benefit programs. The management of projects regularly involve coordination with the private sector and other city and state agencies.

Your Responsibilities include but are not limited to:

- Manage a high volume of projects for completeness, accuracy, eligibility, and prepares files for supervisory review;

- Conduct thorough due diligence in issuance of tax credit allocation and determination of discretionary tax benefit;

- Maintain meticulous and organized files to ensure accurate status of projects;

- Provide programmatic and technical guidance to internal and external partners on projects issues;

- Support and spearhead resolution of technical program issues and project management;

- Generate program and project reports as needed;

- Work with other Division staff to update and maintain tracking and project management systems and to compile Division-wide data for reports to senior managers, the New York City Mayor's Office and the City Council; and

- Assist Director and other senior staff with special projects, as needed.

Preferred skills

- (1) A baccalaureate degree from an accredited college and two years of experience in community work or community-centered activities in an area related to the duties described above; or (2) high school graduation or equivalent and six years of experience in community work or community-centered activities in an area related to the duties; or (3) education and/or experience which is equivalent to "1" or "2" above. However, all candidates must have at least one year of experience as described in "1" above

- Candidates must have excellent verbal and written communication and strong interpersonal skills;

- Ability to meet deadlines and manage multiple projects in a timely manner and to be a team player;

- Research and analytical skills;

- Keen attention to detail and organizational skills;

- Excellent verbal and written communication skills; and

- Strong facility with Microsoft Office Suite (Word, Excel, Outlook, PowerPoint)

Qualifications

1. A baccalaureate degree from an accredited college and two years of experience in community work or community centered activities in an area related to the duties described above; or
2. High school graduation or equivalent and six years of experience in community work or community centered activities in an area related to the duties as described above; or
3. Education and/or experience which is equivalent to "1" or "2" above. However, all candidates must have at least one year of experience as described in "1" above.
