BRIEF JOB DESCRIPTION: This is professional services work focused primarily on the development and implementation of the Department's Land Based Aquaculture (LBA) Program. This includes the intake and review of LBA applications and drafting of licensing decisions. The position will also coordinate with staff in the Department's Seafood Inspection and Pathology Programs to ensure that the licensing of land-based facilities culturing marine organisms complies with laws and rules under the jurisdiction of those respective programs. The position would also help coordinate compliance action between the Aquaculture Division and Seafood Inspection Program including analyzing inspection data to draft reports that may be used in formal proceedings and the processing of lease and license applications. The position will also be responsible for developing and implementing any new licensing programs within the Aquaculture Division. Work is performed under limited supervision. This position reports to Augusta, but some remote work is possible with supervisor approval.

REPRESENTATIVE TASKS: (A position may not be assigned all the duties listed, nor do the listed examples include all the duties that may be assigned).

  • Develops, implements, coordinates, and oversees statewide policies and programs addressing identified needs.
  • Advises senior staff on aquaculture issues, and recommends actions to keep management advised, resolve issues and concerns, and determine priorities.
  • Identifies, researches, and analyzes aquaculture issues and develops recommendations to address identified needs.
  • Attends meetings, seminars, and conferences relating to aquaculture to represent the Department in local, state, and federal arenas.
  • Prepares reports, letters, and other informational documents relating to aquaculture issues to document findings and recommendations and explain the Department's position.
  • Responds to inquiries from attorneys, members of the public, industry, and other interested parties to provide information and explain the Department's position.
  • Receives and reviews new applications for aquaculture licenses to ensure completeness and adequacy.
  • Drafts decision documents for the Department that detail all evidence, findings, and conclusions of law.

MINIMUM QUALIFICATIONS: Education, training, and/or experience demonstrating technical expertise in marine resource and aquaculture program management or development and implementation of complex marine resource focused conservation projects.
