The Office Of Student Pathways, Under The Leadership Of The Chief Of Student Pathways, Is Tasked With Driving Towards The Administration's Bold Vision To Reimagine The Student Experience Through Career-connected Learning So That By 2030

  • 100% of NYCPS students will enter high school with skills in financial literacy and computational thinking and having explored careers of interest;
  • 100% of NYCPS graduates will have foundational skills for career readiness, computer science, and financial literacy, a strong plan, and early college credits/career credentials; and
  • 100,000 NYCPS high schoolers will have in-depth experiences in career-connected pathways, including internships or apprenticeships, in high growth, high opportunity fields.

New York State will be changing the graduation requirements for students. As part of the anticipated new graduation measures, students will be able to use work-based learning (WBL) experiences to count towards graduation. NYCPS has already instituted changes in the College and Career Readiness metric (CCR) into the School Quality Report. The CCR is now a more holistic measure that includes students' course grades, exams and career-focused experiences such as Career and Technical Education (CTE) endorsements, industry recognized technical assessments, Computer Science courses and WBL experiences. However, our data systems and structures are not yet ready for this shift.

The Data Analyst for Work-Based Learning (WBL) will play a lead role in strengthening Student Pathways' WBL data collection and analysis protocols to ensure that students can count the learning they do through work-based experiences towards endorsements and graduation. This work will serve as the key component of a transformed system and will impact hundreds of thousands of students in just the first few years.

This role will be essential in using data-driven insights to optimize WBL program implementation, enhance schools' ability to track students' WBL progress and participation, and inform policy and funding for greater alignment with educational and career goals. This role will collaborate closely with internal and external stakeholders to identify key metrics, strengthen data collection tools, and generate reports that inform decision-making and program improvement as a part of the largest transformation in education in New York State in the past half century. Key Relationships:
Will work closely with the data and WBL teams as well as the broader Career Connected Learning team. Will also coordinate with the student pathways team and external partners including the Department of Youth and Community Development (DYCD), New Visions for Public Schools (New Visions), Division of Instructional and Information Technology (DIIT), and other offices and organizations, as needed.

Responsibilities
Streamline Data Systems

  • Work within existing and developing systems for tracking student participation in a range of WBL activities, student outcomes, and employer engagement to streamline data processes that result in consistent, reliable reporting.
  • Ensure systems and structures are set up to report WBL as it relates to state and city reporting needs, CTE endorsement, NYCPS College and Career Readiness Metric, and the implementation of new graduation measures across NYC Public Schools.

Data Analysis

  • Analyze data to identify trends, measure program effectiveness, and inform strategic planning.

  • Identify gaps in data and additional data sets to support the synthesis of data, as needed.

  • Employ advanced analytics techniques to analyze large datasets, uncover trends, and generate actionable insights.

  • Develop data models and visualizations to effectively communicate findings to stakeholders.

Reporting, Visualization and Communication

  • Develop and disseminate regular reports on WBL data to key stakeholders, including school administrators, district teams, teachers, intermediary providers, funders, employers, and policymakers as well as our own internal audience at the Office of Student Pathways.

  • Support integration of data into new and existing tools and products.

  • Create clear and concise tools, dashboards, and presentations to convey data-driven insights to both technical and non-technical audiences, focused especially on tools and analysis related to long term economic outcomes.

  • Use data visualization tools (e.g., Tableau, Power BI) to present complex information in an understandable and visually appealing manner.

  • Communicate findings clearly and concisely to diverse audiences.

Data Quality and Integrity

  • Develop data standardization on a range of WBL activities for coding schemes and consistency.

  • Implement data validation and cleaning processes to maintain data quality standards.

  • Identify and rectify data anomalies or discrepancies as they arise.

  • Codify business rules for data sets and cadence for data refresh.

Performance Measurement

  • Track progress towards meeting WBL performance targets for paid and unpaid WBL experiences.

  • Develop reports and updates to share internally as well as for members of the Career Connected Learning team to share with schools on an ongoing basis, specifically schools implementing CTE, FutureReadyNYC, and Career Readiness Modern Youth Apprenticeship.

Compliance and Reporting

  • Ensure compliance with relevant data privacy regulations and reporting requirements.
  • Maintain accurate and up-to-date records of WBL data.

Qualification Requirements
Minimum

  • A doctorate degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and one year of full-time experience in a responsible supervisory, administrative or research capacity in the appropriate field of specialization; or
  • A master's degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and three years of responsible full-time research experience in the appropriate field of specialization; or
  • Education and/or experience which is equivalent to "1" or "2" above. However, all candidates must have at least a master's degree in an appropriate field of specialization and at least two years of experience described in "2" above. Two years as a City Research Scientist Level I can be substituted for the experience required in "1" and "2" above.

Preferred

  • Must have at least three (3) years of experience in data analysis and reporting.
  • Experience working with large datasets and complex data systems using tools such as SAS, SPSS, Stata, and SQL.
  • Proficiency in Microsoft SQL Server Management Studio for scripting and querying.
  • Advanced skills in Microsoft Excel, Power BI, Power Automate, M, and DAX.
  • Strong knowledge of data architecture, relational database management systems (RDBMS), and data privacy regulations.
  • Experience with quality assurance and data compliance across multiple stakeholders.
  • Strong analytical and problem-solving skills with the ability to troubleshoot and anticipate issues needing resolution.
  • Aptitude for quickly learning new technologies and data systems.
  • Ability to develop innovative approaches to complex analytic questions.
  • Experience communicating research and data analysis findings to non-technical audiences, particularly in education and longitudinal research.
  • Ability to develop clear, concise research summaries and impactful presentations.
  • Excellent written and spoken communication skills, with the ability to explain technical concepts to diverse audiences.
  • Strong commitment to empathetic customer service, ensuring stakeholder needs are met effectively.
  • Highly detail-oriented, organized, and able to manage multiple tasks while meeting shifting deadlines.
  • Ability to thrive in a collaborative, team-oriented environment.
  • Experience working in fast-paced settings and driving results efficiently.
  • Deep understanding of Diversity, Equity, and Inclusion (DEI) principles, ensuring data management promotes equity and inclusiveness.
  • Experience or working knowledge of the public sector, particularly in education, career and technical education (CTE), and work-based learning (WBL) programs.
  • Experience working in schools or with youth in after school or extracurricular program settings.
  • Familiarity with best practices in data privacy and security.

Salary
: $98,160 - $120,000

(Internal candidates who are selected for this position and who currently hold comparable or less senior positions within the DOE will not earn less than their current salary.)
