Youth Integrated Care Grant Specialist (HCPS/DBHR) – Project (Part-time)
This is a part-time project position (up to 20 hrs a week) funded through 10/31/2028
Looking for a part-time role where you can make a real difference in youth mental health? The part-time Promoting the Integration of Primary and Behavioral Health Care (PIPBHC) Grant Specialist helps manage a large federal grant project that brings physical health and mental health services together in one place. You'll work with different agencies, track progress, handle grant paperwork, and ensure the program runs smoothly. Experience with budgets, contracts, or finance is a plus.

The Washington State Health Care Authority (HCA), serving as the state's largest health care purchaser and behavioral health authority, leads efforts to ensure residents achieve optimal health. HCA's work revolves around three main pillars: Apple Health (Medicaid), the Public Employees Benefits Board (PEBB) and School Employees Benefits Board (SEBB) programs, and behavioral health and recovery. Through these pillars, HCA provides health care and behavioral health treatment to over 2.7 million residents and offers behavioral health prevention, crisis, and recovery support to all. As the Integrated Care Program Specialist for the Integrated Care Program for Children and Adolescents with Serious Emotional Disturbances and Co-occurring Physical Health Conditions (PIPBHC) grant, this position bolsters the HCA Division of Behavioral Health and Recovery (DBHR) by advancing integrated care services for mental health, substance use disorders and co-occurring physical health conditions.
About the position:
The Youth Integrated Care Grant Specialist (Health Care Program Specialist) oversees a $9.46 million federally funded behavioral health project for Washington State, ensuring all program goals, reporting requirements, and budget expectations are met. Acting as the lead liaison between the state, federal agency SAMHSA, and local partners like Excelsior Wellness, this role ensures priorities are aligned and deliverables are on track. Responsibilities include managing contracts, monitoring finances, and coordinating data collection and progress reports. The position also develops systems and partnerships to support long-term program success.
This position is eligible to telework but requires moderate travel in-state to conduct performance reviews, provide technical assistance, attend meetings, and meet grant requirements. The default assigned work location of all Health Care Authority (HCA) positions – both on-site and telework eligible positions – is within the State of Washington. This position reports to Olympia, WA. Frequency of onsite work will vary based on business and operational needs. HCA has currently suspended the ability to support out-of-state telework.
DutiesSome of what you will do:
- Directs the implementation and continuation of Excelsior Wellness' SAMHSA-funded PIPBHC Grant policies and procedures.
- Leads cross-agency team meetings related to PIPBHC grant implementation, oversight, and compliance; identifies strategies for process improvement; and represents HCA at community meetings, providing consultative expertise to external stakeholders on integrated care models for youth.
- Negotiates, creates, and manages contracts for PIPBHC work between HCA and Excelsior Wellness, reviewing deliverables and monitoring compliance with contract terms.
- Negotiates, creates, and manages a contract with DSHS/RDA to ensure all required reporting and data measures are submitted completely and on time.
- Provides program updates to HCA and DBHR leadership on the progress of grant implementation by analyzing data related to the project and incorporating leadership feedback into ongoing plans.
- Ensures provider billings related to the PIPBHC contract are accurate and submitted within the timeframes outlined in the contract.
- In consultation with Excelsior and RDA, develops and submits reports to SAMHSA that include all required data and information, in accordance with grant timelines and the notice of award.
- Seeks additional funding opportunities by researching potential Medicaid billing options, local funding sources, private insurance coverage, and private grants for integrated care models.
- Monitors and evaluates Excelsior Wellness' PIPBHC grant program to ensure compliance with all grant requirements and conditions.
- Elevates and continues to inform the statewide implications of the Washington Integrated Care Assessment (WA ICA) for pediatric care across Washington State.
- Provides consultative expertise on the WA ICA to top-level managers at HCA and to external partners; identifies resources that support local integration programs.
Required qualifications:
Qualifying candidates will meet one of the following criteria options:
Option 1:
Master's degree in public health, public administration, business administration, social work or closely related field and two (2) years of the required experience below
Option 2:
Bachelor's degree in a field identified above, and four (4) years of the required experience below
Option 3:
Eight (8) of the required experience below
Option 4:
One year as a Health Care Program Consultant (formerly a Medical Assistance Program Specialist - MAPS1)
The required experience includes the following:
- Experience managing contracts, fiscal controls, accounts payable, accounts receivable, or comparable responsibility.
- Expertise in working with individuals with behavioral health needs and developing community service systems tailored to support this population.
- Demonstrated experience and strong skills in writing, verbal communication, grant development, and grant management.
- The ability to take action to learn and grow.
- The ability to take action to meet the needs of others.
Note: Candidates will need a valid driver's license to operate a state or personal vehicle for official state business.
Preferred qualifications:
- Five years of experience managing contracts, fiscal controls, accounts payable, accounts receivable, or comparable education.
- Prior to initial appointment with the agency, the incumbent must successfully complete a background check.
- Consistent with Procurement Reform Law (RCW , this position requires the completion of the following DES contracts training courses within 90 days of hire: WA State Contract Management 101 & WA State Purchasing and Procurement Ethics.
