WSP is currently initiating a search for a
Federal Programs Navy Project Manager
for our
Tacoma, WA; Seattle, WA; or Jacksonville, FL
office. You will be involved in projects with our
Federal Programs Team
and be a part of a growing organization that meets our clients' objectives and solves their challenges.
Your Impact
- Preferred emphasis on AEP project delivery experience for the US Navy & NAVFAC.
- Work as part of a team leading design projects, stakeholder interviews, existing conditions analysis, as well as presentations for Clients and other meetings as required.
- Responsible for managing design process and provision of high value technical expertise for relevant projects as assigned by the Project leadership.
- Coordinate with other team members and technical disciplines (Clients, Site Managers, Mechanical/ Electrical/ Structural/ Civil Engineers and Planning staff) for all facets related to design program implementation and construction. Prepare and conduct design review workshops.
- Ensures adherence to Safety, Health, Environment, & Quality (SHEQ) requirements for all projects in their portfolio and aligned PMs.
- Works with WSP Federal Programs District Lead for Business Plan Forecast, ensuring that Project ETCs are forecasted accurate.
- Ensures compliance with all Quality policies, procedures, protocols and work instructions and appropriate use of all mandated project tools.
- Reviews and approves proposal/project contract documents, risk and pricing.
- Drives the delivery of budgeted Net Revenue for a portfolio of projects and aligned PMs. Enhances Net
- Revenue results through focus on change management, cash management and delivery of high quality, value added services to our clients.
- Reviews and approves Project Risk Register/Mitigation Plan, Project Execution Plan and the Project Quality Plan.
- Conducts monthly Operational Project Reviews on all projects and publishes the project review report with critical issues and actions.
- Attends internal WSP Administrative Project Reviews as required to discuss projects within their portfolio meeting the Administrative Project Review thresholds.
- Reviews accuracy of Project Estimate at Completion and addresses variances or issues with PMs.
- Monitors accounts receivable (AR) and unbilled revenue and works with PMs to address issues as needed.
- Ensures adherence to the Contracts Quality Plan including client expectations, client satisfaction reviews, and checks of deliverables and audits of the QC process.
- Ensures PMs work with Operational/Group/Design Leaders for assignment of appropriate staff to projects.
- Manages, coaches and provides skill and career development for aligned PMs.
- Provides resource loading and oversees talent engagement of aligned PMs.
- Supports career development of PMs through the WSP Project Manager Training tools.
- Ensures succession plans are in place for individuals in key roles and recommends hiring and terminations of PMs in coordination with others.
- Approves time and expense for aligned PMs.
- Assists the PM and Client Account Sponsors, Leads, and/or Managers with Client management and satisfaction.
- Direct Reports – Project Managers (eventually 4 to 5 PMs). May serve as PM on some projects as well.
- Review documents in various phases for design intent, material use and coordination. Ability to perform quality checks and back-checks for design work and client comments for multiple disciplines is a must.
- Supervise and mentor junior members of the team.
- Exercise responsible and ethical decision-making regarding company funds, resources and conduct, and adhere to WSP's Code of Conduct and related policies and procedures.
- Perform additional responsibilities as required by business needs.
Who You Are
Required Qualifications
- Bachelors in Civil Engineering or Architecture, or equivalent.
- 10+ years of successful experience proposing on, negotiating fee proposals, and delivering Architectural & Engineering (AE) planning, design, and AE construction-phase oversight services on projects under U.S. Department of Defense (DoD) IDIQ contracts (more favorable if such experience is for NAVFAC IDIQs).
- 5+ years of experience in Architecture, Civil or Structural Engineering.
- PE or RA registration.
- Due to project requirements, US Citizenship is required.
- Ability to obtain a US Government issued Secret level Security Clearance.
- Experience in Managing and delivering US Navy/NAVFAC and/or USACE/DoD projects.
- In-depth understanding of national and local codes and ability to analyze and implement building and zoning codes, as well as specific agency requirements and design standards.
- Advanced proficiency in relevant current software including Microsoft Office (Word, Excel, Project, PowerPoint, Access, and Outlook), Adobe Creative Suite (InDesign, Illustrator, Photoshop).
- Demonstrated abilities in negotiation, representation and liaison with all Stakeholders.
- Strong written and verbal communication skills.
- Ability to perform efficiently and independently within the design budget and schedule, to produce high quality deliverables responding to client's program.
- Relocation assistance may be available.
Preferred Qualifications
- Active US Government issued Secret clearance.
- PMP Certification.

Compensation
Expected Salary (all locations): $117,000 - $198,200
WSP USA is providing the compensation range that the company in good faith believes it might pay and offer for this position, based on the successful applicant's education, experience, knowledge, skills, abilities in addition to internal equity and specific geographic location. WSP USA reserves the right to ultimately pay more or less than the posted range and offer additional benefits and other compensation, depending on circumstances not related to an applicant's sex or other status protected by local, state, and/or federal law.
