Connect for Health has a great opportunity for a Director of Product Operations.
Connect for Health Colorado is a public, non-profit entity established by the Colorado General Assembly in 2011 to create a health insurance Marketplace. Since 2013, we've been helping individuals, families and small employers compare plans, apply for financial help and buy health insurance. As Colorado's official health insurance marketplace, we are the only place to apply for financial help to lower the monthly cost of premiums. Customers can shop online; get help by phone or online chat from Customer Service Center representatives; and access expert help from a statewide network of certified Brokers and community-based Assisters. Position Summary
Connect for Health Colorado seeks a strategic, collaborative, and systems-oriented
Director of Product Operations
to establish and lead a unified product operations function. This role will serve as the operational backbone of our product development organization—linking strategy to execution and ensuring teams have the processes, tools, and insights they need to deliver meaningful outcomes.

Reporting to the Chief Product Officer, the Director will design and oversee our
Product Operating Model
, which includes planning cadences, cross-functional coordination, portfolio reporting, operational excellence, and people leadership. This leader will work across Product, Engineering, Agile, Project Management, UX, Product Support, and Executive teams to align priorities, capacity, and delivery.

Position Responsibilities
Establish & Evolve the Product Operating Model

  • Design and maintain a clear, repeatable Product Operating Model linking strategic goals to roadmaps, delivery milestones, and measurable outcomes.
  • Lead planning cadences (OKRs, roadmap reviews) to ensure transparency and alignment across the organization.

Streamline Product Planning & Execution

  • Align capacity planning, portfolio management, and execution tracking to improve efficiency and focus.
  • Partner with cross-functional leaders to ensure the right stakeholders are engaged at the right time in the product lifecycle.

Governance & Tooling Leadership

  • Oversee governance, configuration, and adoption of core product tools (Jira, road mapping platform, Pendo, Power BI, and AI-based tools).
  • Recommend and implement tools that improve decision-making speed, delivery predictability, and access to actionable data.

Product Metrics & Reporting

  • Create and manage a central reporting hub for product metrics, enabling teams and executives to access timely insights into product health, delivery progress, and customer impact.
  • Define and standardize key product metrics for clarity and consistency.

Feedback Loops & Continuous Improvement

  • Establish structured intake and prioritization processes for product feedback.
  • Partner with teams to evaluate operational performance and identify areas for improvement.

Team Leadership, Management & Growth

  • Directly manage, coach, and mentor a team of product operations, project, agile and data professionals, setting clear expectations and fostering a culture of trust, respect, and accountability.
  • Build strong relationships with team members through regular communication, feedback, and professional development opportunities.
  • Provide operational support to product and engineering managers and directors, allowing them to focus on high-value activities.
  • Assess evolving organizational needs and grow the Product Operations team to meet future priorities.

Requirements

  • Colorado resident.
  • At least 8 to 10+ years of experience in Product Operations, Product Management, Program Management, or a similar cross-functional leadership role.
  • Proven ability to design and scale product operating models in complex, multi-team environments.
  • Demonstrated experience managing teams, setting expectations, and fostering high-trust, high-performance cultures.
  • Track record of implementing data-driven decision-making frameworks in product organizations.
  • Experience leading cross-functional planning, governance, and reporting at the portfolio or enterprise level.
  • Expertise in product development tools such as Jira, road mapping platforms, Pendo, Power BI, or similar.
  • Strong data literacy with the ability to define, track, and communicate product and operational metrics.
  • Excellent facilitation and communication skills, with the ability to bridge technical and non-technical perspectives.
  • Self-starter with a focus on continuous improvement and the ability to navigate ambiguity.

Preferred Qualifications

  • Experience building and managing teams in dynamic environments.
  • Background in healthcare, non-profit, or government-adjacent organizations.
  • Familiarity with Colorado's health insurance landscape or healthcare exchanges.
  • Data analysis or business intelligence experience.

Work Environment

  • Currently working remotely.
  • The Connect for Health Colorado office is located in the North Tech Center area of Denver, near the intersection of I-25 and I-225.
  • Work schedule may include some non-traditional hours, weekends and evening events.
  • Core office hours are typically 8am-5pm with some flexibility.

Total Compensation
Connect for Health Colorado offers a competitive benefits package. Employees are offered a robust benefits package and may elect from various offerings to tailor a package best suited to their individual needs. Connect for Health Colorado employees are eligible to participate in the organization's 403(b) plan and are additionally provided with paid time off, short- and long-term disability, and life insurance. The salary range for this position is $135,960 - $171,083.
