Job Title: .NET Developer – NYCityLearn LMS

Location: Hybrid – 1 Centre Street, New York, NY (3 days onsite, 2 days remote)

Employment Type: Contract (W-2 only – No C2C, No Sponsorships)

Project Duration: 1 year (December 1, 2025 – November 12, 2026)

Weekly Hours: Full-time, 35 hours/week (Monday–Friday, excluding holidays)

Job Description

We are seeking an experienced .NET Developer to support the ongoing development and enhancement of the NYCityLearn Learning Management System (LMS) — a citywide platform serving over 350,000 employees across 95 agencies.

Built on the .NET platform and integrated with Open edX, NYCityLearn requires continuous improvement to meet operational needs and evolving business requirements. You will play a key role in designing, developing, and maintaining system components that ensure reliability, scalability, and functionality for one of the largest public sector learning systems in the country.

Key Responsibilities

• Design & Development: Build efficient, scalable, and user-friendly software solutions using Microsoft .NET technologies.
• System Maintenance: Monitor and maintain system performance, apply updates, and ensure optimal user experience.
• Troubleshooting: Identify and resolve application issues, bugs, and downtime incidents.
• Feature Enhancements: Collaborate with developers and business analysts to plan and implement new functionalities.
• Integration: Ensure seamless integration with existing systems and databases while maintaining data integrity.
• Optimization: Review and refine code for efficiency and maintainability.
• User Feedback: Implement improvements based on user input and analytics.
• Documentation: Maintain comprehensive technical documentation and best practices.
• Compliance & Security: Ensure all development aligns with City IT security and compliance standards.
• Collaboration: Work closely with internal teams and external vendors for system updates and third-party integrations.
• Training & Support: Provide technical support and training to internal users as needed.

Mandatory Qualifications

• 8+ years of experience developing Microsoft ASP.NET applications (MVC 5 or higher).
• 8+ years of experience with SQL Server (2016, 2019, or 2022).
• 7+ years with Entity Framework or comparable ORM.
• 5+ years of experience with front-end frameworks (Vue, Angular, or React), HTML5, and CSS3.
• Experience with Azure Cloud environments.
• Experience in WebAPI development and troubleshooting.
• Strong experience designing database-driven applications with advanced reporting functionality.
• Proficiency in user interface design and system integration.

Preferred Qualifications

• Experience with Azure DevOps, CI/CD pipelines, and Agile/Scrum methodologies.
• Experience with data integration tools (SSIS, Azure Data Factory).
• Familiarity with RESTful APIs and JSON data structures.
• Experience deploying solutions in large-scale government or enterprise environments.

Work Location & Hours

• Hybrid role: 3 days onsite at 1 Centre Street, NYC, and 2 days remote.
• Monday–Friday, 35 hours/week (excluding unpaid meal break).
• Occasional after-hours or weekend work may be required for upgrades and deployments.
