Job Summary/Basic Function:

The purpose of the Educational Specialist, Associate is to plan and implement effective recruitment strategies to identify and enroll eligible participants for the HEP program.

This will be an 11-month appointment.

This position is not eligible for VISA Sponsorship.

This position is not eligible for a hybrid/remote work schedule.

Department Overview:

The Boise State University - High School Equivalency Program (HEP) is a federally funded program. HEP assists seasonal farmworkers and their immediate family members who are 16 years of age or older in obtaining a General Educational Development (GED) certificate or the state equivalent to a high school diploma and subsequently to gain employment in a career position or the military, or entry into postsecondary education.

Level Scope:

Entry-level professional with limited or no prior experience to contribute to a project or work team. Incumbent learns to use professional concepts to resolve problems of limited scope and complexity under close supervision while achieving day-to-day objectives. Works on developmental assignments that are initially routine in nature, requiring limited judgment and decision-making. This level is typically focused on self-development. Requires theoretical knowledge through specific education and training.

Essential Functions:

  • Establish a network of community agencies as sources for referral of potential students. Partnership entities include, but are not limited to, schools, social service and government agencies, churches, and others providing services to seasonal farmworkers and their children.
  • Attend informational fairs, agency meetings, community events, etc.
  • Assist potential participants in meeting all eligibility requirements as specified in the HEP grant application. This includes conducting skill assessments to determine the likelihood of success of potential candidates and verifying work eligibility for applicants.
  • It is the recruiter's responsibility to recruit and enroll the specified number of applicants as directed in the HEP grant application. It is essential that a waiting list of potential students is developed due to the open-entry/open-exit nature of the program.
  • Plan and follow an effective schedule of travel to all parts of the target recruitment area.
  • Maintain thorough and complete files for students, documentation of program services under the recruiter's responsibility, and other documentation as required for annual performance reports and grant compliance
  • Responsible for assisting with the development of recruiting materials such as application brochures, newsletters, website, radio, and television advertising.
  • Participate in the selection, enrollment, transportation, and orientation of participants.
  • As a member of the HEP staff, the recruiter will participate in weekly staff meetings, training, field trips, activities, social events, and conferences as requested by program or university administration.
  • Retention and Follow-up: Assist with retention efforts for HEP students experiencing attendance and participation issues. Identify community and program resources to alleviate barriers to participating in the program, such as lack of childcare, transportation, work schedules, etc. Assist with post-GED follow-up with HEP graduates to document placement outcomes.
  • Student Orientation – Assist with new student orientation for students participating in all learning modalities (residential, commuter, and virtual classes). Assist with the delivery and retrieval of program equipment such as laptops, Wi-Fi hotspots, calculators, etc.
  • Program Data Facilitation - Assist with program assessment activities. This may include providing applicants with information on formal surveys, documenting consent to participate, and ensuring completed documents are in student files.
  • Perform other duties as assigned.

Knowledge, Skills, Abilities:

  • Previous experience with seasonal farm working populations.
  • Ability to maintain good public relations.
  • Ability to maintain the confidentiality of student information.
  • Possess good writing and communication skills.
  • Ability to communicate and coordinate with other university departments and outside agencies and organizations, particularly those serving migrant and seasonal farmworker populations.
  • Ability to counsel and advise students so that they may be academically successful.

Minimum Qualifications:

  • Bachelor's Degree or relevant professional experience.
  • Bilingual – read, write, and speak (English and Spanish).
  • Must have a valid driver's license.

Preferred Qualification:

  • Bachelor's degree in a related field.
  • 1-2 years of experience in similar outreach work.

Salary and Benefits:

Salary range of $49,732.80 to $54,017.60 annually and is commensurate with experience. Boise State University provides a best-in-class benefits package, including (but not limited to):

Between 12-24 annual paid vacation days for full-time Professional and Classified staff depending on position type and years of service
