About this Role:
The PeopleSoft Security Administrator will provide enterprise application security administration and governance for PeopleSoft environments supporting HHS business operations. This role is responsible for the creation, implementation, auditing, and maintenance of PeopleSoft security roles, permission lists, user profiles, and access controls across financials and/or human capital management (HCM) systems.
The ideal candidate brings extensive knowledge of PeopleSoft 9.2, PeopleTools security architecture, role-based access control (RBAC), and compliance best practices across complex federal environments. This position ensures alignment with HHS security guidelines, FISMA requirements, and federal audit standards. The PeopleSoft Security Administrator will collaborate with system administrators, development teams, business analysts, and federal stakeholders to maintain secure and compliant system access for users across the enterprise.
Key Responsibilities:
- Design, configure, and maintain PeopleSoft security including roles, permission lists, user profiles, row-level security, and role-based access controls.
- Manage user provisioning and deprovisioning across multiple HHS PeopleSoft environments (DEV, TEST, PROD).
- Enforce segregation of duties (SoD) and least privilege principles.
- Monitor and maintain security configuration objects within PeopleTools.
- Collaborate with functional and technical teams during system upgrades, patches (PUM), and maintenance.
- Ensure compliance with HHS IT security policies, FISMA, NIST SP 800-53, and federal audit requirements.
- Conduct periodic security reviews, audits, and role conflict analysis.
- Maintain security documentation including Standard Operating Procedures (SOPs), security matrices, and access control records.
- Support audit responses and evidence collection for ATO, internal controls, and compliance assessments.
- Identify and mitigate security risks and vulnerabilities.
- Review and process access requests, security assignments, and incident tickets.
- Troubleshoot access issues and resolve system security errors.
- Support production incident response involving unauthorized access, permissions conflicts, or role failures.
- Work with database administrators and system administrators on security-related system performance or configuration issues.
- Work with functional teams (HCM or Financials) to understand job roles and define appropriate security mappings.
- Support change control processes and configuration migration.
- Participate in Agile or SDLC project planning to review and validate security impacts.
- Provide user training and guidance on PeopleSoft security policies and request procedures.
Qualifications and Skills:
- U.S. Citizen and eligible to obtain Public Trust clearance.
- Bachelor's degree in Information Systems, Cybersecurity, Computer Science, or related field.
- 7+ years of PeopleSoft security administration experience.
- Experience supporting PeopleSoft 9.2 and PeopleTools 8.57+ or later.
- Strong understanding of PeopleSoft security architecture, including permission lists, roles, row-level security, query security trees, and dynamic roles.
- Experience with SoD compliance, privilege control, and audit response.
- Proficiency with SQL queries for security troubleshooting and user access auditing.
- Experience working in federal IT environments or large enterprise systems.
- Familiarity with IT security frameworks such as FISMA, NIST, and ITIL.
Desired Skills and Competencies:
- Experience working with HHS, CMS, NIH, HRSA, or other federal health agencies.
- Experience with PeopleSoft HCM, FSCM, or Grants modules.
- Familiarity with PeopleSoft Integration Broker and SSO (LDAP, Active Directory).
- Knowledge of Oracle Database security and application layer controls.
- Experience supporting system upgrades and PUM image deployments.
- Certifications such as Security+ CE, CISSP, CISM, or Oracle PeopleSoft certification.
