Definition of Class

  • This is professional work in public health promotion and programming. An employee in this class is responsible for planning, implementing, and promotion of a variety of public health programs and services. Work involves conducting studies and surveys of public health needs to determine the best methods to address community health issues by developing and implementing goals and objectives. This position will consult and partner with community organizations, and evaluate the effectiveness of the programs being implemented. Work includes making recommendations about the most effective public health methods and procedures to encourage promotion of good health habits and target risk factors. Work includes assisting with grant writing, administering contracts with service providers, and budget preparation and management. Work is performed independently in accordance with public health methods and models under the supervision of a professional or administrative supervisor, and is subject to review through conferences, reports, and program evaluations.

Duties & Responsibilities

  • Plans, promotes, develops, and administers public health programming.
  • Collaborates with community stakeholders to identify community health needs, develop program goals and objectives, and design or administer evidence-based interventions.
  • Establish monitoring and evaluation frameworks to assess effectiveness and impact of public health initiatives.
  • Collect, analyze, and interpret data to inform programmatic decisions and identify areas for improvement.
  • Develop educational materials, workshops, and outreach activities to raise awareness about public health issues and to promote healthy behaviors.
  • Provide training, technical assistance, and support to staff, partners, and community members to enhance their knowledge in public health topics, services, and programming.
  • Design and implement services in a way that engages and reaches traditionally underserved communities and disparate populations.
  • Build community partnerships to create coalitions and task forces to collaborate towards sustainable public health improvement.
  • Facilitate meetings with community members, stakeholders, and other professionals
  • Prepare reports, presentations, and other communication materials to communicate programmatic achievements, challenges, and lessons learned to stakeholders, funders, and the public.
  • Perform other related duties as required.

Knowledge, Skills, & Abilities

  • Knowledge of the principles of public health and public health education
  • Knowledge of methods and techniques of disseminating educational information to the public.
  • Knowledge of the nature and functions of community agencies that may contribute to or benefit from public health programming.
  • Knowledge of statistics and data analysis and their use in planning and evaluating public health programs.
  • Ability to develop and administer public health programming and education.
  • Ability to develop various forms of public health educational materials and to utilize diverse media in the presentation of such materials.
  • Ability to express ideas clearly and concisely, orally and in writing, and to speak effectively before diverse groups.
  • Ability to maintain a high degree of staff efficiency and productivity.
  • Ability to manage multiple priorities and frequent deadlines.
  • Ability to engage and work with traditionally marginalized and underrepsented communities.
  • Ability to establish and maintain effective working relationships with lay and professional groups, coworkers, subordinates, personnel of other agencies, and the general public.

Minimum Requirements

  • Bachelor's degree in public health, health education, community health or related field.
  • Minimum of 2 years of experience in Public Health or related field, OR, equivalent combination of education and experience.
  • Must have a Valid Driver's License
  • Must Provide Own Transportation

Conditions Of Employment

  • The selected candidate will be pre-employment required to obtain, at their own expense, 3 forms of clearance, including PA State Police Criminal History Record Check; PA Child Abuse History; and FBI Criminal History Background Check including finger printing.
