SDOT is seeking a systems-minded, collaborative, and detail-oriented Resource Librarian (Senior Planning & Development Specialist) to lead the reinvigoration and long-term stewardship of the Capital Project Delivery (CPD) Portfolio's internal staff Resource Library. This role is central to SDOT's efforts to streamline project delivery, improve internal accountability, and ensure efficient use of public dollars.
The Resource Librarian will establish and manage a centralized, intuitive, and well-governed library of tools, templates, trainings, and protocols that support staff across the portfolio throughout the planning, design, and delivery process. This position will lead the development of standard operating procedures, governance structures, and internal policies that promote consistency, reduce duplication, and improve access to critical resources. The role requires strong project management, facilitation, and technical expertise, as well as the ability to advise senior leadership and influence department-wide practices in a highly matrixed environment.
You will play a role in:
- A strategic initiative to modernize our internal project delivery tools and protocols
- Department-wide efforts to improve capital project delivery efficiency and accountability
- Creating systems of accountability and compliance
- A culture of continuous improvement, knowledge sharing, and operational excellence
- Leads the development, implementation, and ongoing maintenance of a centralized Resource Library for the CPD Portfolio, including tools, templates, training, and internal protocol documents.
- Conducts a comprehensive audit of existing resources; develops a phased project plan to clean, consolidate, and migrate content to a more intuitive SharePoint structure.
- Facilitates cross-divisional collaboration to ensure tools and protocols reflect the needs of diverse disciplines, including engineering, planning, design, and environmental review.
- Establishes and maintains governance structures for the Resource Library, including naming conventions, indexing systems, SME ownership, and update protocols.
- Advises, develops, and implements internal policies related to knowledge management, document control, shared ownership, and resource accountability.
- Creates and delivers internal communications strategies to promote awareness, usage, and feedback loops for the Resource Library.
- Collaborates to develop onboarding and training materials for the Resource Library.
- Tracks and reports on key performance indicators (KPIs), including document update frequency, usage analytics, and staff engagement metrics.
- Serves as a technical expert in SharePoint and related Microsoft tools, advising on best practices for document hosting, access, and version control.
- Facilitates ongoing updates to major guidance documents such as the Project Management Guide and Project Development Guide.
- Supports department goals in promoting diversity and social justice.
Minimum Qualifications:
Education:
- Bachelor's degree in public administration, public policy, urban planning, business, library and information science, or a related field, or equivalent combination of experience and education.
Experience:
- Three (3) years of experience in planning, program development, or project coordination.
OR: An equivalent combination of education and experience that demonstrates the ability to perform the position duties.
Though not requirements, strong candidates will have some of the following experience or are able to describe comparable experience:
- Experience developing and implementing internal policies, SOPs, or governance frameworks.
- Familiarity with capital project delivery processes and tools in a public sector or infrastructure context.
- Ability to analyze and communicate data related to resource usage, document lifecycle, and operational efficiency.
- Certification as a Project Management Professional (PMP) or equivalent experience managing complex projects or programs.
- Demonstrated ability to influence senior leadership and drive change without direct authority.
- Strong written and verbal communication skills, including experience developing internal communications and facilitating collaborative processes.
- Experience with human-centered design principles and practices.
