Senior Enterprise Architect
Trillion is seeking a Senior Enterprise Architect (EA) to support the Centers for Medicare & Medicaid Services (CMS). Trillion provides enterprise architecture services across CMS and is expanding support for the CMS Division of Enterprise Architecture (DEA). We are seeking a highly experienced EA professional who can lead multiple workstreams, provide architectural subject matter expertise, and guide the maturity of CMS' enterprise architecture practices, tools, and frameworks.

The ideal candidate possesses strong technical architecture skills, practical modeling experience, and the ability to collaborate with CMS leadership, solution architects, governance bodies, and program teams to maintain consistency and integrity across the CMS Enterprise Architecture Repository.

Duties And Responsibilities

  • Advise CMS senior and executive leadership on enterprise architecture strategy, priorities, risks, and modernization opportunities.
  • Recommend architecture approaches that support enterprise-level analysis, portfolio decisions, IT investment planning, and CMS strategic initiatives.
  • Maintain and enhance core CMS EA artifacts including the CMS Infrastructure Reference Model (IRM), Technical Reference Architecture (TRA), Business Capability Model, and associated EA layers.
  • Integrate updates into the CMS Enterprise Architecture Repository using Sparx EA and Prolaborate, ensuring traceability and alignment to governance standards.
  • Conduct enterprise-level, segment-level, and system-level analysis of CMS programs, initiatives, and investments.
  • Assess and document the impacts of new legislation, rules, and CMS policies on architecture, capabilities, and technology portfolios.
  • Lead EA governance activities including Architecture Compliance Reviews, EA assessments, and alignment to CPIC, portfolio management, and related governance processes.
  • Mentor and direct subordinate architects in the development of EA deliverables, modeling standards, and best practices.
  • Participate in reviews and working sessions to improve EA artifacts, standards, and modeling consistency across CMS.
  • Research emerging technologies, industry trends, and innovative approaches to support CMS' evolving business and IT strategies; lead proof-of-concept evaluations where appropriate.
  • Develop and refine business, data, application, technical, and security architectural views that support CMS business strategies and modernization goals.
  • Translate complex architecture concepts into actionable roadmaps, recommendations, and executive-level briefings.
  • Collaborate with CMS architects, engineers, and program teams to ensure architectural artifacts are accurate, usable, and aligned to CMS standards.
  • Support continuous improvement of CMS EA practices, tools, frameworks, and governance processes.

Minimum Qualifications

  • 6+ years of experience developing and implementing enterprise, segment, and solution architectures within large-scale federal environments.
  • Demonstrable expertise in Business, Data, Application, Security, and Technical architecture layers and how they integrate.
  • Hands-on experience with Sparx EA and Prolaborate in support of enterprise architecture repositories.
  • Applied knowledge of OMB guidance, the Federal Enterprise Architecture Framework (FEAF), and the Federal Collaborative Planning Methodology.
  • Experience modeling with industry standards such as ArchiMate, BPMN, IDEF1X, UML, and related EA visualization tools.
  • Ability to provide technical analysis, mentoring, and architectural oversight to EA teams.
  • Experience identifying capabilities, documenting business needs, performing impact analyses, and developing architecture roadmaps.

Preferred Qualifications

  • Experience supporting CMS or HHS organizations in EA, governance, or modernization initiatives.
  • Familiarity with CMS EA components such as TARGET, TRA, CMS IRM, and CMS EA Repository.
  • Knowledge of HHS EPLC, CMS xLC, and CPIC processes.
  • Experience with cloud modernization, Zero Trust architectures, and federal cybersecurity standards.
