Part Time Senior Analyst
to support the U.S. Department of Transportation (DOT) Small Community Air Service Development Program (SCASDP).

Responsibilities

  • Assist with six major grant processes

  • Grant Agreement Drafting

  • Grant Set Up
  • Periodic Reporting
  • Payment Verification
  • Document Preparation

  • Grant Close Out

  • Contribute to the Program's additional responsibilities such as audit and budget responses, and community progress write-ups for Congress and internal senior officials.

  • Provide analytical assistance in the formulation and implementation of policies and programs relating to SCASDP grants.
  • Use knowledge and expertise of the Nation's air transportation system to consistently apply evaluation criteria to grant proposals.
  • Plan, implement, and monitor the Program and activities using , , and eGov best practices;
  • Respond directly to requests from government officials, or other agencies for general information or official by developing with senior staff a fully cleared and coordinated DOT response comment on a specific topic by either providing the information after careful review and analysis.
  • Use knowledge and insight of Federal administrative procedures to publish information about grants through
  • Use knowledge and expertise in Federal government systems to identify process improvements to the grant administration process.
  • Handle inquiries relating to the activities of the SCASDP grand processes and procedures with extreme tact including requests from Congress, State governments and local officials.
  • Conduct studies and analysis for planning and developing policies involving all modes of transportation as it relates to connecting small communities to the national air transportation system.
  • Conduct periodic hard and soft-copy file reviews, correct deficiencies, and report findings.
  • Apply knowledge of the government's DELPHI system to consistently establish payment processes for of the grant recipients.
  • Ensure all grantee required submissions are filed on time and that grant files meet audit standards.
  • Conduct periodic reviews of hard and soft-copy files and report on/correct deficiencies.
  • Draft program documentation, briefing documents, Agreements, letters, Press Releases and Federal Register Notices, as required.
  • Provide reporting data, as necessary, to PRISM and USA Spending.
  • Perform other tasks, including administrative and logistical, as assigned to support the responsibilities, objectives and mission of the office.

Qualifications

  • Bachelor of Science Degree.
  • Five (5) years applying progressively responsible and in-depth principles, concepts, and practices related to environmental impact on program activities
  • Knowledge of domestic air service and grant administration
