Duties Description The Office for People With Developmental Disabilities (OPWDD) provides high-quality, person-centered services, supports and advocacy to approximately 120,000 individuals with developmental disabilities in New York State. We are guided in our interactions with the people we serve and each other by compassion, dignity, diversity, excellence and honesty.The Bureau of Employee Relations (BER) is responsible for the administration of bargaining unit contract agreements with the public employees' unions, (CSEA, PEF, NYSCOPBA and Council 82). BER represents the OPWDD's Commissioner in the administration of collective bargaining agreements with more than 20,000 state employees. BER oversees the statewide disciplinary processes of OPWDD employees, answers and resolves grievances, provides advice to human resources professionals related to contract administration issues, offers training to human resource professionals and supervisors on Employee Relations issues such as performance evaluation, grievances, counseling and discipline. Duties include but are not limited to: .- Support the Bureau of Employee Relations office with various human resources related activities regarding employee relations, performance management, disciplinary actions, and labor relations.- Develop customized forms and lists for efficient collection of field data.- Ensure forms are comprehensive and structured to accurately capture necessary information.- Organize and maintain collected data in secure databases or systems.- Prepare detailed reports from data for analysis and decision-making purposes.- Schedule agency-level meetings and coordinate stakeholder attendance.- Actively participate in meetings, provide insights on employee and labor relation matters, and give updates on projects.- Conduct research on employee and labor relation programs and initiatives relevant to organizational objectives.- Test selected programs through pilot studies to assess suitability, effectiveness, and alignment with quality standards.- Conduct business in a professional manner and utilize technical resources when needed.- Standardize and maintain the new method of filing via TEAMS.- Support stakeholders in accessing, entering, and filing information when needed.- Maintain productive communication with all stakeholders.- Provide guidance to employees regarding employee policies, procedures and interpretations to ensure compliance withemployment laws and regulations.- Other various duties as assigned.
