Compensation
The estimated pay for this position is

. The rates shown include a 6% premium pay (base= $-$ plus 6%). This reflects only a portion of the total compensation package for this position. Additional compensation may be available for this role through differentials, incentives, and bonuses. In addition, this position may be eligible for participation and company contributions into the Kern County Employees' Retirement Plan.

Definition
Under supervision, performs full supervisory duties and complex patient access support activities, which may include: coordinating projects, all phases of patient registration and admitting functions, patient financial counseling, researching and analyzing complex federal, state, and commercial insurance funding issues and developing methods, policies, and procedures for an assigned area.

Distinguishing Characteristics
This is the full supervisory level of the Patient Access Services classification series. It is distinguished by the responsibility for the most complex and challenging patient access duties in the areas of registration, admitting, and patient financial counseling. Incumbents are expected to have advanced knowledge of all phases of insurance funding and possess excellent customer service skills in dealing with patients both in person and on the telephone. Assignments may be made in registration/admitting, financial counseling, or related patient access areas. Patient Access Services Supervisor is distinguished from the Patient Access Services Representative III classification by its performance of full supervisory responsibilities.

Essential Functions

  • Supervises staff in Patient Access areas to include prioritizing and assigning work, ensuring staff is trained, conducting performance evaluations, and making hiring, disciplinary, and termination recommendations.
  • Provides team leadership and participates in developing new techniques and applying new knowledge to achieve improvements in individual, departmental, and organizational effectiveness and quality.
  • Reviews and evaluates quality assurance (QA) data; implements improvement at the unit level to minimize errors; evaluates key performance indicator (KPI) data; identifies opportunities to increase efficiency and implements performance improvement projects.
  • Develops and implements operational policies and procedures.
  • Responds to requests for information and inquiries related to patient access processes, policies, and/or other related information; researches and resolves customer problems.
  • Reviews, processes, and oversees a variety of reports, receivables, deposits, forms, applications, statements, and other related documents.
  • Coordinates special projects related to patient admitting, registration, and financial counseling as assigned.
  • Works in collaboration with all areas of the revenue cycle to identify and implement system/procedural enhancements; formulates ideas or improvements and ensures that all processes are in compliance with regulatory guidelines and KMC policies, procedures, and standards.

Other Functions

  • Performs other related duties as assigned.

Employment Standards
High School diploma or GED and three (3) years of progressively responsible experience in patient access or financial counseling.
OR
an equivalent combination of education, training, or experience sufficient to successfully perform the essential duties of the job. Certified Revenue Cycle Representative (CRCR) Certification is highly desirable.

Possession of a valid California Driver's license is required upon appointment. Incumbents must have the ability to travel to designated locations.

State and federal government funding programs such as Medicare, Medi-Cal, CCS, Workers' Compensation; commercial insurance payers such as indemnity, PPO, Managed Care, and HMO plans; reimbursement guidelines and methodologies for state and federal government and non-government payers; medical and insurance terminology; HIPAA privacy and compliance practices.

Ability To
Communicate effectively both orally and in writing sufficient to perform the essential functions; read, understand, and apply policies and guidelines; plan, direct, review, and evaluate the work of others; evaluate performance data and recommend solutions to workflow, productivity, quality, and other performance issues; use conflict resolution skills to support positive customer and peer relations; obtain information from a variety of sources, including patients and families; use computers and various software to accomplish work; establish and maintain effective working relationships with patients, families, and other internal and external customers; use tact and empathy in working with patients and families under stressful situations; perform work effectively with minimum supervision and guidance.
