JOB SUMMARY

The Deputy Marshal, Court Bailiff supports the San Marcos Municipal Court by ensuring the safety and security of court operations, enforcing court orders, and executing warrant enforcement activities. This position is responsible for courtroom security, serving legal documents, and locating and apprehending individuals with outstanding warrants. The role requires strong interpersonal skills, sound judgment, and the ability to respond effectively in high-pressure situations. The Deputy Marshal plays a key role in maintaining the integrity of court proceedings and upholding public trust in the judicial process.

ESSENTIAL FUNCTIONS

The following list outlines the core responsibilities of this position. Additional duties may be assigned as needed.

Courtroom and Facility Security

  • Provide security for all open court proceedings and daily court operations.
  • Monitor and control access to the court facility, including screening individuals entering the building.
  • Respond to security incidents and emergencies in accordance with department protocols.

Warrant and Document Enforcement

  • Serve summonses, subpoenas, and other legal documents issued by the Municipal Court.
  • Conduct research and fieldwork to locate individuals with outstanding warrants.
  • Initiate arrests when necessary and ensure proper documentation and procedures are followed.
  • Maintain accurate records of warrant enforcement activities and case outcomes.

Community and Defendant Engagement

  • Contact defendants through phone calls, written notices, and in-person visits to encourage voluntary compliance.
  • Coordinate with volunteers and other departments to support outreach and enforcement efforts.
  • Prepare monthly reports summarizing enforcement activity, case closures, and revenue generated.

Compliance and Professional Conduct

  • Follow all applicable laws, court policies, and departmental procedures.
  • Maintain confidentiality and professionalism in all interactions with the public and court personnel.
  • Participate in ongoing training and maintain required certifications.

MINIMUM REQUIREMENTS

  • High School Diploma or equivalent.
  • Texas Commission on Law Enforcement (TCOLE) Basic Peace Officer Certification or higher.
  • Minimum of three (3) years of honorable service with a law enforcement agency.
  • Valid Texas Driver's License with an acceptable driving record.
  • Completion of Court Security Training approved by TCOLE within one year of employment.

COMPETENCIES AND ENVIRONMENT

PREFERRED QUALIFICATIONS

  • Experience in courtroom security or municipal law enforcement.
  • Familiarity with warrant enforcement procedures and legal documentation.
  • Strong de-escalation and conflict resolution skills.

KNOWLEDGE, SKILLS, AND ABILITIES

  • Knowledge of state and municipal codes, court procedures, and arrest protocols.
  • Ability to assess situations quickly and respond appropriately under pressure.
  • Strong verbal and written communication skills.
  • Ability to maintain positive working relationships with court staff, law enforcement, and the public.

PHYSICAL DEMANDS

This position requires the ability to occasionally lift and carry items weighing up to 50 pounds. Frequent activities include standing, walking, hearing, and speaking. Occasional activities include sitting, pushing/pulling, reaching, bending, twisting, climbing, balancing, and operating foot controls. Running may be required in emergencies. Visual acuity is essential for observation and documentation.

WORK ENVIRONMENT

Work is performed in both indoor and outdoor environments. The role involves exposure to variable weather conditions, infectious diseases, and potentially hostile or violent individuals. Personal protective equipment may be required depending on the situation.
