We're seeking a Cost Accountant with strong experience in government cost allocation plans, indirect cost rate proposals, and reimbursement methodologies. This role requires hands-on expertise with OMB 2 CFR Part 200 (Uniform Guidance) and ASMB C-10 to prepare cost allocation analyses, indirect rate schedules, and supporting documentation for public-sector financial reporting.

Key Responsibilities

  • Develop and prepare a detailed annual cost allocation plan using actual financial and statistical data.
  • Build allocation bases, cost pools, and rate calculations in accordance with OMB 2 CFR Part 200 and ASMB C-10 guidelines.
  • Analyze departmental expenditures, payroll, and fringe benefits to identify allowable and allocable indirect costs.
  • Prepare fringe benefit rate and indirect cost rate proposals for multi-department organizations.
  • Create and document allocation methodologies to support cost recovery across federally and state-funded programs.
  • Design and maintain Excel-based data collection worksheets and allocation models.
  • Review prior-year plans, reconcile variances, and recommend adjustments to improve accuracy and compliance.
  • Draft narrative sections and technical justifications for the final cost allocation report.
  • Provide guidance on improving data collection processes for future cost plan preparation.
  • Prepare supporting documentation for state and federal reimbursement claims (e.g., indirect, fringe, or administrative cost claims).
  • Maintain organized workpapers and ensure audit-ready documentation.

Qualifications

  • Bachelor's degree in Accounting, Finance, or related field.
  • Must have 5+ years of experience in cost accounting or government finance.
  • Direct experience developing Cost Allocation Plans (CAPs) and Indirect Cost Rate Proposals for local, county, or state agencies.
  • Strong working knowledge of OMB 2 CFR Part 200, ASMB C-10, and related federal reimbursement methodologies.
  • Familiarity with Medicaid, Medicare, or other grant reimbursement frameworks preferred.
  • Advanced Excel proficiency (formulas, pivot tables, data modeling).
  • Exceptional analytical and technical writing skills.
  • Ability to work independently with minimal supervision, while meeting tight deadlines.

Structure & Reporting

  • Reports to CPA with oversight from CFO
  • Approx hours per month
  • Remote contract through 2026, with potential for renewal

Compensation

  • $40/hour (independent contractor)
  • Paid monthly based on approved hours
