ABOUT THE CENTER FOR Health Information Sharing and Innovation (CHISI)

The Center for Health Information Sharing and Innovation (CHISI) supports the meaningful sharing of data to address social drivers of health, center community power, and promote systems change. We plan, incubate and implement data driven, multi-sector policy and program initiatives that improve public health, healthcare and social sector systems.

A signature CHISI project funded by the Cook County Bureau of Economic Development, IPHI serves as the backbone organization for the community-centered Chicago Regionwide Community Information Exchange (CIE). A Community Information Exchange, or CIE, is a network of health and social service organizations and agencies that develop shared governance to support the health-related social needs of community members who face multiple, often related, challenges (e.g., food insecurity, unstable housing, and access to health care).

JOB SUMMARY:

The Senior Project & Product Manager (Interoperability Lead) assures that CIE technology works smoothly across different vendors and partners. This role manages timelines, testing, and problem-solving for system launches, while also serving as the point person for updates and improvements to the platform. Working closely with the Solution Architect, technology team, Privacy/Security, and Data Steward, the position makes sure data flows correctly, securely, and in a way that supports coordinated care.

This position is full-time, exempt, and reports to the CIE Managing Director. IPHI's standard work week is 37.5 hours.

DUTIES AND RESPONSIBILITIES:

General

  • Manage sequencing, cutovers, and timelines across multiple vendors and partners.
  • Oversee user acceptance testing (UAT) to ensure readiness for go-lives.
  • Track and resolve risks, issues, and roadblocks quickly and effectively.
  • Coordinate release calendar, configuration, and change control processes.

Public Health Knowledge & Skill Application

  • Apply understanding of interoperability and data-sharing to guide system integration.
  • Ensure platform functionality supports coordinated care and equitable outcomes.
  • Collaborate with Privacy/Security and the Data Steward to align technology with compliance requirements.

Systems Change

  • Serve as the internal product owner, ensuring the CIE platform supports long-term interoperability goals.
  • Guide how systems connect (interfaces, data mapping) so information flows accurately and securely.
  • Partner with vendors and internal teams to align technical decisions with broader system transformation.

Meeting Planning & Facilitation

  • Lead cross-vendor coordination meetings to align milestones and resolve issues.
  • Design outcome-driven sessions for UAT readiness, release planning, and problem-solving.
  • Ensure clear documentation, action items, and follow-ups are tracked and communicated.

Communication & Writing

  • Translate complex technical issues into clear updates for internal staff, partners, and vendors.
  • Prepare materials that explain release plans, data flows, and testing outcomes in plain language.
  • Support transparent communication to build confidence and trust across partners.

Teamwork & Team Relationships

  • Work closely with the Solution Architect, CIE technology team, Privacy/Security, and Data Steward.
  • Coordinate with internal colleagues, external vendors, and partners to ensure alignment.
  • Provide guidance and coaching to team members on UAT, risk tracking, and interoperability processes.

Grant, Resource, & Finance Development

  • Support reporting on platform readiness, risks/issues, and interoperability outcomes for funders.
  • Provide input into budgets related to vendor contracts, testing, and data integration.
  • Ensure documentation of deliverables supports compliance with funder requirements.

Planning and Stewardship of Money

  • Track project/vendor expenditures tied to system launches, testing, and integration.
  • Ensure efficient use of resources by coordinating timelines, deliverables, and change requests.
  • Monitor contract deliverables and support procurement processes tied to interoperability needs.

QUALIFICATIONS

Minimum Qualifications

  • A bachelor's degree required (master's preferred) in information systems, computer science, health informatics, public health, or a related field — or equivalent professional experience (4–5 years minimum) in complex technology and data projects.
  • A minimum of 6 years of applied/relevant professional experience in project management, health IT, data integration, or similar cross-sector technology initiatives.
  • Expert understanding of Microsoft programs including Excel, Word, PowerPoint, Teams, and Outlook.
  • Expert understanding of Zoom, Asana, and other project management or organizing tools.
  • Demonstrated project management experience, including task planning, sequencing, and ensuring project deliverables are met on time.
  • Familiarity with interoperability and data exchange standards (e.g., HL7, FHIR, APIs) and the ability to guide how systems connect and share data.
  • Experience coordinating cross-vendor technology projects, including risk/issue tracking, cutovers, and user acceptance testing (UAT).
  • Strong attention to detail with the ability to prioritize tasks, meet deadlines, and communicate technical concepts clearly to diverse audiences.

Preferred Qualifications

  • Experience working in a Community Information Exchange (CIE), Health Information Exchange (HIE), or related health IT environment.
  • Familiarity with privacy, security, and compliance standards such as HIPAA, FERPA, 42 CFR Part 2, and HiTrust/NIST frameworks.
  • Proven ability to manage vendor relationships and hold partners accountable to deliverables.
  • Experience designing or managing interface specifications, data mapping, or system integrations between healthcare and social service organizations.
  • Strong facilitation skills with the ability to bridge technical and non-technical audiences.
  • Background in systems change, health equity, or population health initiatives.

JOB REQUIREMENTS

  • The position is full-time, exempt, 37.5 FTE hours per week
  • Must be able to sit at and operate a computer and other office equipment for a significant portion of the workday
  • Must be able to move about the office to access files and supplies
  • This position may entail occasional work in the evenings or on weekends and requires occasional travel for one or more nights from time to time
  • This position is located in Chicago and will require adherence to our hybrid schedule
