Our MissionAs a faith-based organization, we provide, directly and in collaboration with others, accessible quality healthcare for low-income individuals and families residing in Los Angeles County.
QueensCare is a 501 (c)(3) nonprofit organization originally founded by the Franciscan Sisters of Sacred Heart, whose mission of compassion and accessible healthcare continues today. QueensCare provides screening, treatment, education, and preventive and direct care to Los Angeles area residents in need. Beyond that, we also give charitable grants to other non-profits making a difference in the City of Angels and fund scholarships for those entering medical fields with an interest in working in underserved communities.
About the role
QueensCare seeks a strategic, collaborative, and mission-driven Chief Strategy and Program Officer (CSPO) to serve as a key member of the executive leadership team. Reporting directly to the President & CEO, the CSPO will serve as a strategic thought partner and advisor in advancing organizational priorities, enhancing organizational culture, and shaping and executing strategy across QueensCare's philanthropic and programmatic work.
This leader will oversee the foundation's grantmaking portfolio, including modernization of policies, processes, and evaluation frameworks, while strengthening alignment with QueensCare's charitable purpose and community impact goals. They will also drive cross-departmental collaboration, ensuring QueensCare's grantmaking and direct service programs work seamlessly together to improve access to care and services for Los Angeles residents.
The CSPO will supervise the grant operations, lead engagement with the Charitable Board and Grant Committee, and partner closely with the Chief Innovation & Administration Officer, Chief Financial Officer, and Director of Operations to implement initiatives that bridge strategy, philanthropy, and care delivery.
What you'll do
ESSENTIAL JOB DUTIES AND RESPONSIBILITIES
Strategic Leadership:
- Serve as the President & CEO's strategic thought partner on organizational priorities and long-term planning.
- Lead the development and execution of QueensCare's multi-year strategy (drawing on lessons learned from current strategic plan and initiatives) to ensure alignment across grantmaking, direct care, and partnerships, and to guide the next generation of programmatic and philanthropic investments.
- Support CEO and Board leadership in strategic planning, evaluation, and communications with clear frameworks, data, and progress updates.
Grantmaking Oversight:
- Oversee all aspects of QueensCare's charitable grantmaking program—from policy and process design to evaluation and impact reporting.
- Modernize grantmaking policies, procedures, and systems to ensure compliance, efficiency, and alignment with organizational priorities.
- Supervise the grantmaking team; manage the Grant Committee's work plan, materials, and recommendations to the Board.
- Strengthen QueensCare's use of Salesforce as its grants management platform, ensuring data integrity and effective reporting.
Partnership & Collaboration:
- Identify, cultivate, negotiate, and steward strategic alliances with healthcare providers, community-based organizations, faith-based organizations, government agencies, and philanthropic institutions.
- Work closely with grantmaking and program teams to ensure partnership opportunities are integrated across the organization (i.e., linking grantees with QueensCare's direct care programs to amplify community impact).
- Collaborate with the Chief Innovation & Administration Officer and Director of Operations to design and implement initiatives that link direct service delivery with community grantmaking.
- Partner with the President & CEO to support the ongoing alignment of QueensCare and QueensCare Health Alliance in strengthening coordination across governance, strategy, and shared initiatives, including real estate and programmatic projects.
Governance & Stewardship:
- Serve as the primary staff liaison to the Charitable Board and Grant Committee, preparing materials, dashboards, and reports that support decision-making and compliance.
- Champion a culture of transparency, collaboration, and continuous learning across departments.
- Mentor and develop staff, promoting professional growth and high performance.
Qualifications
EXPERIENCE:
- 10+ years of progressive leadership experience in philanthropy, public health, or community-based nonprofits.
- Deep understanding of grantmaking processes, impact measurement, and philanthropic compliance.
- Demonstrated ability to lead strategy development and execution across complex organizations.
- Proven experience managing teams and cultivating collaborative, trust-based cultures.
- Familiarity with healthcare access, community health, and the needs of underserved populations.
- Proficiency with grants management systems (Salesforce preferred) and data-informed evaluation tools.
- Excellent writing, communication, and facilitation skills; confidence in presenting to Boards and diverse audiences.
- Advanced degree in public health, public administration, business, or related field preferred.
