The Job Development Specialist for TAY HWC provides intensive career exploration, linkages to pre-employment training, and job search/placement assistance to young adults aged The position assists TAY with barriers to education and employment and successfully links TAY to the appropriate opportunities for economic mobility. Services include outreach and engagement, individual counseling and coaching, case management, workforce readiness workshops, and resource and partnership development. This position builds strong relationships with TAY, employers, and community partners to bridge gaps between job seekers, education and training programs, and potential employers to create an education and workforce pipeline for TAY.
Essential Duties And Responsibilities
Youth Engagement and Support
- Initiate and conduct outreach with TAY at the TAY HWC Center and at offsite locations where TAY may access or congregate for population engagement
- Develop and implement individualized education and employment plans, considering the unique needs and goals of each youth through intake, career assessments, skills assessments, and goal-setting counseling sessions with TAY
- Link, support, and enroll TAY to educational opportunities, training programs, and supportive services
- Provide ongoing counseling support, guidance, and mentorship to TAY throughout their education and workforce development journey including advocacy and ongoing development of individual goal plans based on progress
- Conduct high-impact job readiness workshops in various topics but not limited to positive communication and conflict management techniques, digital literacy, job application process, developing resumes and cover letters, interviewing skills, job retention techniques, stress management for self-care using various instructional methods
- Identify and schedule guest speakers to facilitate additional relevant workshops and job-related events such as career panels, job fairs, etc.
Job Development & Placement
- Identify and develop job opportunities with local employers, focusing on industries and roles that align with the interests and skills of TAY participants based on individual goal plans and ongoing program data trends
- Maintain a strong network of employer partners and build relationships to secure job placements through active engagement such as outreach events, information sessions.
- Assist youth in preparing for job applications (e.g. resumes, cover letter, digital literacy), professional interviews, and workplace expectations.
- Provide post-placement support to ensure successful job retention and advancement (e.g. 1:1 counseling sessions or groups and workshops)
Data Collection & Reporting
- Maintain accurate and up-to-date records of TAY intake, assessments, progress, and outcomes in required databases and hard copy files as required
- Prepare regular reports on TAY client services and activities for case conferences, care coordination, and file audits. program activities and outcomes for stakeholders.
- Maintain accurate and up-to-date records of prospective education programs, workforce development and training programs, and local employers for TAY enrollment and placement, and prepare ad-hoc reports on TAY job development related activities
Community Outreach & Collaboration
- Collaborate with community partners, including schools, social service agencies, and other organizations, to enhance services for TAY as it relates to job development
- Represent the program at community events and outreach activities to promote services and build awareness.
- Advocate for the needs of TAY and promote positive youth development outcomes.
Minimum Qualifications
- Bachelor's degree in social work, public health, human resources or related field preferred.
- 3+ years of experience in vocational training or 1:1 counseling and case management services for TAY or similarly disenfranchised populations seeking education opportunities, workforce development, and job placement supports.
- Demonstrated success as job development specialist or a similar role in an employment program for disenfranchised and/or high-need populations
- Demonstrated experience and knowledge in youth development principles and practices and/or adult learning and education
- Knowledge of local labor market trends, job search, and job placement strategies
- Ability to work independently, demonstrate initiative, be dependable, and have consistent presence
- Ability to collaborate with other TAY support staff to coordinate care for shared clients to help clients stabilize and reach their individual goals
- Strong written and oral communications skills, including excellent interpersonal skills
- Attention to detail, strong organizational, time management, and problem-solving skills
- Knowledge of Bay Area San Francisco TAY needs and resources, especially those experiencing poverty, homelessness, mental health challenges, substance misuse, trauma, and other associated experiences.
- Ability to use computer and reporting systems including Windows operating system, Microsoft Office Suite, Salesforce or other database systems, Zoom (or other virtual meeting systems), and search engines for research
Work Environment:
- GLIDE's buildings are located in the Tenderloin neighborhood.
- GLIDE maintains an "open door" policy to the community and its clients, who frequently enter and leave the building.
Physical Requirements:
- Ability to work on a computer and see details of objects at close range.
- Ability to hear within normal range, and communicate effectively (in person, telephone or zoom).
- Finger dexterity and the ability to use all standard office equipment.
- Sit or stand comfortably; and the ability to navigate throughout office spaces (via elevator or stairs).

$62,000 - $72,000 an hour
This is a fulltime (40 hour/week) Non-Exempt position
This role is covered by the collective bargaining agreement.
