Job Purpose/Summary
Under general supervision, performs a variety of professional administrative, analytical and technical assistance in the administration and management of a city department. This includes conducting specific and comprehensive analyses of a wide range of City policies involving organization procedures, finance and services; and to provide guidance on various City policies, procedures, goals, and objectives.
The current open position is in the City Manager's Office.

ESSENTIAL FUNCTIONS

- Provide responsible professional and technical assistance in the development and implementation of a wide variety of City policies and procedures.
- Perform a wide variety of responsible, complex and confidential duties for designated individuals at the Division Head level.
- Conduct specific analyses of a wide range of City policies involving procedures, finance, personnel and services.
- Gather, research, compile, tabulate and analyze data; compile materials and prepare administrative reports, manuals and publications.
- Take and transcribe dictation from rough draft, shorthand notes or recordings.
- Respond independently to letters and general correspondence of a routine nature.
- Maintain appointment schedules, daily calendars and make travel arrangements.
- Conduct surveys and studies and perform research and statistical analyses on administrative, budgetary, personnel and operational issues.
- Maintain accurate records and files of activities.
- Assist in the analysis and revision of City systems and procedures.
- Respond to requests for information from the public and other City staff; may prepare news releases, public information materials and internal or external newsletters.
- Perform related duties as assigned.
Knowledge Of
- City organization, operations, policies and procedures.
- City, County, State and Federal statutes, rules, regulations, ordinances, codes, administrative orders and other operational guidelines and directives.
- Principles and practices of organization and public administration.
- Budget preparation, analysis and control methods and practices.
- Research techniques, statistics and quantitative analysis.
- Computer software and electronic spreadsheets.
- Operating policies and procedures of the department to which assigned.
- Principles of supervision and training
Ability To
- Read, understand, interpret and apply relevant City, County, State and Federal statutes, rules, regulations, ordinances, codes, administrative orders, policies and procedures and other operational guidelines and directives.
- Assess and prioritize multiple tasks, projects and/or demands.
- Work within deadlines to complete projects and assignments.
- Establish and maintain effective working relations with co-workers, staff, vendors, contractors, visitors, the general public and others having business with the City of Banning.
- On a continuous basis, know and understand all aspects of the job, intermittently analyze work papers, reports, and special projects;
- Research, analyze and interpret legal, technical and numerical information;
- Observe and problem solve operational and technical issues, policies and procedures.
- Use telephone;
- Write or use keyboard to communicate through written means, and lift or carry weight of 10 pounds or less.
- Compile and maintain complex and extensive records and files for a department.
- Represent the department using good judgment, poise, tact and diplomacy.
- Perform a wide variety of administrative duties on behalf of the supervisor with little or minimal supervision.
- Evaluate and develop improvements in operations, procedures, policies or methods.
- Effectively administer assigned programmatic responsibilities.
- Use word processing and spreadsheet software to prepare narrative and statistical reports.
- Learn specialized computer programs.
- Establish and maintain effective working relationships with those contacted in the course work.
- Communicate clearly and concisely, orally and in writing.
- Receive highly sensitive information and maintain confidentiality.
MINIMUM QUALIFICATIONS
A high school diploma or GED supplemented by specialized administrative support/business related courses and five (5) years of experience performing increasingly complex and highly responsible office and administrative support work, of which at least two (2) years involve professional and responsible administrative experience in research and analysis, preferably with a municipal organization. An Bachelor's Degree is preferred. Municipal/public sector government experience is highly desirable.
Licenses
- Demonstrated proficiency at an advanced level in Word and/or Excel.
- Possession of a valid California driver's license.PHYSICAL AND ENVIRONMENTAL WORKING CONDITIONS
While performing the duties of this job, the employee is frequently required to walk, sit, talk, and hear. The employee is frequently required to use hands to finger, handle, feel or operate objects, tools, or controls and reach with hands and arms. The employee is frequently required to climb, balance, stoop, kneel, crouch, or crawl.
The employee must regularly lift and/or move up to ten (10) pounds. Specific vision abilities required by this job include close vision, color vision, and the ability to adjust focus. On a continuous basis, sit at a desk for long periods of time; intermittently twist to reach equipment surrounding desk.
