Capital Project Manager III

The River and Floodplain Capital Unit of King County's Water and Land Resource Division (WLRD) has two (2) positions that offer excellent opportunities to apply your project management skills, technical and scientific knowledge and love for our King County communities and environment to implement projects that make a difference

In addition to the current opening, this recruitment may be used to establish a pool of qualified candidates to fill future Capital Project Manager (Capital Project Manager III) positions throughout the Department of Natural Resources & Parks (DNRP) over the next six (6) months.

About the Role:

The Capital Project Manager (Capital Project Manager III) primary responsibility will be to manage and support the delivery of capital projects from initiation through implementation and closeout to advance flood protection, river restoration and watershed health. These projects will range in size, complexity and visibility. In this capacity, you will be part of multidisciplinary teams working closely with ecologists, engineers, geologists, planners, other professionals, and consultants. You will frequently coordinate and collaborate with staff throughout the RFCU, other units within the Capital Delivery Section, and within the River and Floodplain Management Section. You will coordinate and communicate, both verbally and in writing, with Tribal representatives, regulatory agencies, property owners, the general public and other interested parties. You may manage or support a variety of programmatic activities, including: development of capital investment strategies; corridor planning for the County's six major river systems; the inspection, maintenance and operation of the County's inventory of flood protection facilities; participation in the flood warning and flood patrol program; post-construction effectiveness monitoring; and, coordination with Water Resource Inventory Area (WRIA) staff to implement salmon recovery plans. Depending on your technical background and experience, you could serve as a technical expert and resource. You will have opportunities to participate in key Department and County initiatives such as promoting equity and social justice, considering climate change, organizational development, process improvement committees, and mentoring junior staff. You will have the opportunity to collaborate and build relationships with other King County divisions and departments, regulatory agencies, Tribal representatives, community organizations, individual landowners, and other members of the community.

These positions follow a hybrid work model, blending remote and in-person work.

About the Team:

The Water and Land Resources Division (WLRD) of King County is a nationally recognized leader in integrated floodplain management and developing innovative, science-based flood risk reduction strategies that improve river and environmental conditions. Within WLRD, the River and Floodplain Capital Unit (RFCU) designs and constructs a diverse range of projects that reduce flood risks throughout King County's major river systems while also restoring river and floodplain processes. These projects consider equitable outcomes for the community and account for climate change related conditions. WLRD takes pride in fostering a collaborative and engaged environment of multi-disciplinary professionals where staff can grow and thrive. The WLRD Capital Delivery Section focuses on delivering high-quality, multi-benefit projects to enhance King County's water and land resources, improve community resilience to flooding and climate change, and improve people's connection with the natural world. The RFCU supports this focus along with the mission of the King County Flood Control District by managing and implementing multiple, complex and politically visible flood risk reduction projects from initiation through implementation and closeout. The RFCU coordinates closely with the River and Floodplain Management Section, WLRD management, Flood Control District staff and elected officials from King County and other agencies.

What You Will Be Doing:

• Apply project management techniques and principles to manage and implement complex, multi-disciplinary capital projects which sometimes address sensitive and politically visible issues that may require regular coordination with WLRD senior management, the King County Flood Control District, and County elected officials.
• Manage all aspects of capital project implementation from inception through closeout including initiation, feasibility assessment, alternatives development, preliminary through final design, permitting and construction. This work includes managing consultant and construction contracts, monitoring budgets and approving invoices, preparing cost estimates, maintaining and updating project schedules, identifying and managing project risks, permitting, preparing Plans, Specifications and Estimates (PSE), leading and supporting technical studies, and overseeing the work of a highly technical, multi-disciplinary team.
• Lead project teams to meet all applicable environmental regulations and to secure all required federal, state, and local permits. This may include consultation with National Marine Fisheries Service and US Fish and Wildlife Service to satisfy Endangered Species Act requirements and compliance with local and Federal Emergency Management Association floodplain regulations.
• Lead the preparation and negotiation of consultant and construction contracts, including development of documents for advertisement, project-specific scopes of work, cost estimates, evaluation criteria, and records of negotiation.
• Proactively apply principles of Equity and Social Justice to build and maintain relationships both within King County and with other jurisdictions, governmental agencies, tribes and other interested parties through effective communication and outreach efforts as needed to plan and implement capital projects.
• Participate in flood warning and emergency response programs and activities, including the Flood Warning Center, flood patrols, and post-flood inspections.

Qualifications You Bring:

• A combination of education and experience in a relevant field or discipline that clearly demonstrates the skills, knowledge, and abilities to perform the core work duties of the position.
• Advanced knowledge of project management techniques and principles, including budgeting and scheduling.
• Knowledge of contract administration techniques and principles.
• Knowledge of construction management, inspection and enforcement techniques.
• Skill in working with diverse individuals and organizations and maintaining effective relationships.
• Knowledge of multiple disciplines related to river and floodplain engineering.
• Skill in responding to frequently changing work responsibilities and conditions.
• Skill in handling politically sensitive issues.

Required Licenses:

• Valid Washington State driver's license or the ability to obtain one prior to starting work if selected for this position.

It Would Be Great if You Also Bring:

• Project Management Professional (PMP) certificate through Project Management Institute (PMI).
• Licensed Professional Engineer (PE) OR Professional Geologist (PG) OR Professional Engineering Geologist (PEG).
• Experience implementing habitat restoration, flood protection, stormwater, or related capital projects in floodplain environments similar to those in the Pacific Northwest.

Working Conditions:

• Remote and Onsite Work Details: The River and Floodplain Capital Unit works in a hybrid model, with days in the office as well as telecommuting. The ratio of remote to onsite work will be dependent on business needs and is subject to change. The primary onsite location is (King Street Center, 201 S. Jackson St, Seattle, WA Other work locations are at project sites and other site locations near the rivers of King County and at the King County Office of Emergency Management in Renton, WA.
• Remote Work Location Requirement: Employees must reside in Washington state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements. King County has a robust collection of tools and resources to support working remotely. The individual selected for this opportunity will join an innovative and progressive team that is redefining how we work as we transition to the department's hybrid environment. Employees will be provided with a County-issued laptop and must maintain a home workspace with an internet connection where they can reliably perform work and remain available and responsive during scheduled work hours.
• Work Schedule: These full-time positions will work a 40-hour work week. These positions are exempt from the overtime provisions of the Fair Labor Standard Act (FLSA) and are not overtime eligible. The typical work schedule is 8:00 a.m. - 5:00 p.m. Monday– Friday. Work outside the typical work schedule including early mornings, evenings and weekends may be required from time to time. Participation in flood warning and emergency response programs and activities in support of King County's Flood Warning Center operations during flood events.
• Union Representation: This position is represented by PROTEC Local 17A bargaining unit.
• Physical Requirement: This position requires the ability to conduct occasional physical site inspections and evaluations. There is an intermittent need to walk on uneven terrain, for limited periods of time. Field locations include existing stormwater facilities and roads, forested environments, including ravines, and possibly agricultural lands, and may expose the employee to inclement weather, slippery, uneven surfaces and other dynamic conditions typically found in rural and undeveloped portions of King County.
