Job Description

The System Offices is one of several system members within the Texas A&M University System representing one of the largest systems of higher education in the nation, with a network of 12 universities, a comprehensive health science center, eight state agencies, and the RELLIS Campus. Job Description Summary:

The purposes of this position are to develop and implement environmental programs, guidance and training; to perform environmental assessments to ensure environmental performance and compliance with applicable regulations; to evaluate and interpret existing, pending and new environmental issues and rules and provide guidance to the A&M System and its Members; and to complete special projects, including environmental corrective actions as needed.

Responsibilities:
- Provide support necessary to ensure A&M System project managers conduct activities according to System Regulation and are able to adhere to environmental requirements of their projects.

- Support the A&M System and members in environmental legal actions and regulatory enforcement actions.

- Directly advise and support A&M System and its members by delivering comprehensive environmental expertise, guiding strategic initiatives, and assisting the positive resolution of critical or specialized environmental challenges.

- Review and comment on proposed laws and regulations that could impact the A&M System and prepare programs for A&M System members in response to regulatory changes.

- Administer Environmental Management System (EMS) according to System Regulation and ensure continued progress by A&M System members by continually monitoring environmental improvements.

- Evaluate permitting requirements and provide support for member environmental compliance and stewardship programs. This involves wide-ranging site visits/reviews, training/on-boarding member EHS staff, providing environmental tools, programs and templates, and direct support for the many issues that confront the A&M System and members.

- Support department leadership and teammates in program, regulation, guidance and training development and maintenance.

- Oversee administration of systemwide efforts at chemical administration (inventories and safety data sheets) for close to 20,000 individual chemical substances and products.

- Create and maintain TrainTraq (learning management system) online courses covering various environmental, health and safety topics.

- Procure and evaluate deliverables from environmental service providers.

- Provide expert guidance on A&M System leases and real property acquisitions to include providing environmental and cultural resources assessments, including in-house assessments, contracting to service providers and assisting A&M System with contract terms.

- Participate and provide expert guidance to A&M System on programs of requirements (PORs), project planning and environmental resource and cultural studies and clearances in advance of construction.

Education and Experience:
- Bachelor's Degree in a relevant basic or applied science or engineering field such as: Geoscience (e.g., geology, meteorology, geography, geophysics), Agricultural science (e.g., Soil science, crop science), Life sciences (e.g., biology, environmental toxicology, epidemiology), Engineering (e.g., agricultural, civil, environmental, geological), or Environmental Law.
- Eight years or more years progressive experience in multidisciplinary environmental project and/or program management.

- In-depth knowledge of one or more major environmental laws and regulations (RCRA, CERCLA, CWA, CAA).

Registrations, Certifications, and Licenses:

Current certifications in one or more of the following or the ability to attain one or more of these certifications within one year of hire:

- Licensed Professional Geoscientist (P.G.).

- Licensed Professional Engineer (P.E.) – Branch: Agricultural, Civil, Environmental, and/or Geological.

- Certified Hazardous Materials Manager (CHMM).

Knowledge, Skills and Abilities:

- Demonstrated leadership and customer service skills; knowledge of and ability to interpret and apply environmental laws and regulations, including 29 CFR, 40 CFR and 49 CFR of federal regulations.

- Ability to communicate and negotiate, both written and verbally, with university administrators, government agencies, public officials, and community representatives.

- Ability to work independently and organize and implement multiple tasks and plans; ability to recognize and evaluate problem situations and recommend corrective actions.

- Familiarity with rules and procedures governing jurisdictional waters/wetlands, wildlife, antiquities, environmental due diligence, hazardous materials, spill prevention and response, and/or water/wastewater operations.

- Ability to travel frequently (up to 40%) throughout the state of Texas to visit A&M System member campuses.

- Ability to work beyond the normal office hours and/or on weekends when necessary.

- Ability to create and deliver both virtual and in-person training materials for delivery to a higher education workforce.

- Ability to write policy and regulation in compliance with current and applicable environmental, health and safety laws and best practices or standards for a public higher education institution.

- Ability to manage multiple projects with competing priorities and clearly communicate in writing to a wide variety of audiences.

- Exceptional word processing, excel, project management, analytical, and organizational skills.

- Ability to multi-task and work cooperatively with others.

Preferred Qualifications:

- LPST Corrective Action Project Manager, Texas Commission on Environmental Quality (TCEQ) or Other TCEQ occupational license(s).
- Certified Environmental Safety and Health Official (CESHO).
- Licensed Asbestos Consultant or Asbestos Management Planner, Texas Department of State Health Services (DSHS).
