Summary
Organizational Location: This position is with the Department of Homeland Security, within U.S. Customs and Border Protection, Office of Field Operations, Fines, Penalties and Forfeitures Division, located in Washington, D.C. Additional selections may be made to include other organizational divisions and/or units within the duty location(s) listed above.

Duties
This position will allow you to use your expertise in managing and overseeing programs which have agency-wide and government-wide impact. This position starts at a salary of $120, GS-13, Step 1) to $156, GS-13, Step 10). Typical job duties include: Overseeing the overall planning, direction, and timely execution of a program or several program segments, each of which is managed through separate subordinate organizational units. Initiating and monitoring special studies to include analysis of workload, personnel utilization, administrative facilities, and organization operating requirements for the program segment. Developing methods, internal controls, programs and procedures to improve cost-effectiveness. Streamlining organizational structure, and assuring conformity with sound management principles. Determining goals and objectives that need additional emphasis; developing measures that evaluate performance; making recommendations for program improvement; and managing all resources as corporate assets. Qualifications
Experience: You qualify for the GS-13 grade level if you possess 1 (one) year of specialized experience equivalent to at least the next lower grade level, performing duties such as: Evaluating program accomplishments using extensive knowledge and understanding of program objectives and goals and the sequence and timing of key program events and milestones. Planning and organizing of work and the effective negotiation with management to accept and implement recommendations where the proposals involve substantial agency resources, require extensive changes in established procedures or may be in conflict with the desires of the program studied. Formulating and directing written and oral strategies for a variety of administrative processes. Planning and organizing the study, estimating costs, coordinating with staff and line management personnel and conducting all phases of projects.
