Key Responsibilities

Team Leadership & Support

Lead a unit or team of contract analysts, giving guidance, training, direction, and hands-on support.

Help schedule, assign, and monitor work for team members, ensuring completeness, accuracy, and alignment with departmental standards.

Provide performance feedback and input to senior leadership on team member evaluations.

Estimate staffing, equipment, and materials needed for projects or jobs.

Contracts, Compliance & Oversight

Prepare summary reports on contractor performance based on inspection and review documents.

Conduct desk reviews and in-field inspections of contracted services to verify contract standards are met consistently.

Perform contracting feasibility and cost-analysis studies; prepare reports and recommendations.

Participate in negotiation of complex contract terms, amendments, and agreements.

Engage in legal research of applicable laws/regulations, assess legislative changes' impacts, and consult with legal counsel as needed.

Advise operational teams regarding contractual or funding issues and resolve disputes with contractors.

Ensure contractor compliance with requirements such as licensures, insurance, and applicable ordinances (e.g. Living Wage, Jury Duty).

Recommend policies, procedures, forms, and tools to streamline contract development.

Continuous Improvement & Strategy

Identify areas for process improvement in contracting and administrative operations.

Collaborate with leadership on planning and implementing policy changes.

Track trends, risks, and compliance issues; provide data and insights to guide organizational decisions.

Qualifications
Required

Bachelor's degree in public administration, business, law, or a related field (or equivalent experience).

Several years of experience in contract administration, procurement, compliance, or a similar field.

Prior supervisory or team leadership experience.

Strong analytical, negotiation, and problem-solving skills.

Ability to conduct legal research, interpret regulations, and apply them in operational contexts.

Excellent communication (written & verbal) and interpersonal skills.

Strong attention to detail, time management, and ability to balance multiple priorities.

Proficiency in Microsoft Office or similar tools; experience with contract management or compliance software a plus.

Preferred
Experience in the nonprofit sector or public contracting environment.

Familiarity with local, state, or federal contracting laws.

Experience with audit preparations, reporting, and compliance oversight.
