Job Description
POSITION SUMMARY
The Community Planner advances the mission of the Oklahoma Commission on Children and Youth (OCCY) by coordinating statewide initiatives that strengthen outcomes for children, youth, and families.
This position serves as a convener, facilitator, and project manager advancing cross-agency efforts within OCCY's key focus areas, including children and youth experiencing homelessness, those affected by parental incarceration, and youth and parent engagement initiatives. The Community Planner fosters collaboration among state agencies, local organizations, and lived-experience partners to align policies, build capacity, and advance data-driven, evidence-informed approaches across Oklahoma's child- and family-serving systems.
ESSENTIAL DUTIES AND RESPONSIBILITIES
- Coordinate and facilitate multi-agency working groups and advisory committees focused on systems improvement for children and families, ensuring clear communication, follow-through, and actionable outcomes.
- Lead project management efforts for statewide initiatives, including developing timelines, managing deliverables, and preparing reports, presentations, and meeting materials.
- Engage with diverse stakeholders including state agencies, community providers, advocacy organizations, and youth and parent partners to identify barriers, align strategies, and strengthen partnerships.
- Support systems data collection and evaluation, helping translate findings into practical policy or practice recommendations.
- Develop communication tools and public-facing resources (e.g., reports, briefs, event summaries, and tool-kits) that highlight cross-system outcomes and community impact.
- Facilitate youth and family engagement in program planning and systems improvement using trauma-informed and hope-centered methods.
- Collaborate with OCCY leadership and partner agencies to ensure initiatives align with state priorities, agency goals, and partnership commitments.
- Represent OCCY in statewide and national workgroups, conferences, and collaborations focused on systems change and family well-being.
KNOWLEDGE, SKILLS AND ABILITIES
- Deep understanding of state government systems, including inter agency coordination, contracting, and implementation of public policy.
- Demonstrated experience in facilitating collaborative groups and building consensus among cross-sector partners.
- Proven ability to manage complex projects and deliverables with multiple partners and funding sources.
- Strong verbal and written communication skills, including strategic thinking and clear professional writing.
- Commitment to family and youth engagement and trauma-informed practices.
- Proficiency with project tracking tools, virtual facilitation platforms, and Microsoft Office / Google Workspace and related collaboration tools.
EDUCATION AND EXPERIENCE
- Bachelor's degree in Public Administration, Social Work, Public Policy, Public Health, Planning or a related field. Master's degree preferred.
- Minimum of three (3) years of progressively responsible experience in systems-level work, public administration, or cross-sector project management.
- Experience working with or within state agencies or community collaboratives strongly preferred.
WORKING CONDITIONS
In-office position located in Oklahoma City, with statewide travel required for meetings and events.
Occasional evening or weekend hours for community or advisory board engagements.
ORGANIZATIONAL FIT
This position is ideal for someone who:
- Thrives on connecting the dots between systems, partners, and lived experience.
- Can see both the "big picture" and the operational details.
- Values collaboration, learning, and continuous improvement.
- Contributes to a positive and supportive team environment.
