Reports To: Director of Engineering / Capital Projects

The Owner's Representative – CAPEX Project Manager will oversee the full lifecycle of capital projects, from project initiation (PI) through design, construction, commissioning, and close-out. Acting as the client's representative, this role ensures that all projects are executed safely, on schedule, within scope, and on budget. The successful candidate will manage multiple projects in parallel, typically ranging up to $10M each, and coordinate with internal stakeholders, engineering teams, vendors, and contractors to deliver compliant and cost-effective solutions.

Key Responsibilities:

  • Lead the full project lifecycle for capital (CAPEX) initiatives — from project initiation, design, and procurement through construction, qualification, and handover.
  • Serve as the Owner's Representative, ensuring alignment between project execution and organizational objectives.
  • Manage multiple concurrent projects, balancing competing priorities while maintaining high performance standards.
  • Oversee design and construction (D&C) contractors, engineering firms, and vendors to ensure deliverables meet technical and regulatory requirements.
  • Develop and manage project budgets, cost forecasts, schedules, and resource plans.
  • Lead project meetings, risk assessments, and change management processes.
  • Provide regular project status reports to leadership, highlighting progress, risks, and mitigations.
  • Ensure compliance with cGMP, EHS, and corporate engineering standards.
  • Support project close-out activities, including documentation, lessons learned, and financial reconciliation.

Qualifications:

Education & Experience:

  • Bachelor's degree in Engineering, Construction Management, or related field; advanced degree preferred.
  • 8+ years of progressive project management experience within the life sciences, pharmaceutical, biotech, or related regulated industries.
  • Proven experience managing capital projects up to $10M in value.
  • Demonstrated success managing multiple large-scale projects simultaneously.

Technical & Professional Skills:

  • Strong understanding of design and construction (D&C) project delivery methods.
  • Proficiency with project management tools (e.g., MS Project, Primavera, or equivalent).
  • Excellent knowledge of GMP, safety, and engineering compliance standards.
  • Skilled in budget control, cost forecasting, and schedule management.
  • Exceptional communication, negotiation, and stakeholder management skills.

Preferred Qualifications:

  • PMP or equivalent project management certification.
  • Experience working as an Owner's Representative in a regulated (GMP) manufacturing environment.
