Sr. Land Entitlements Manager

JOB PURPOSE
The Senior Entitlements Manager is a strategic leader responsible for overseeing the entitlement and land planning process for all division land projects, from post-acquisition through final development approvals. This role leads the coordination and execution of complex entitlement strategies, ensuring alignment with business plans and project timelines. The Senior Entitlements Manager partners with internal stakeholders, municipalities, agencies, and external consultants to guide projects through rezoning, permitting, and approvals, enabling timely and efficient community development.
KEY RESPONSIBILITIES
- Lead and Manage Entitlements: Direct all aspects of the entitlement process for multiple residential communities, including zoning, annexation, development agreements, plats, civil construction plans, utility designs, and local/state/federal permitting.
- Strategic Community Planning: Drive the visioning and conceptual planning for new communities including site planning, lot layout, open space programming, theming, and amenity planning in collaboration with internal and external stakeholders.
- Municipal & Agency Coordination: Serve as the primary liaison with municipalities and government agencies to build strong, proactive relationships that support timely approvals and positive working partnerships.
- Due Diligence Leadership: Provide strategic analysis of land acquisition opportunities through feasibility studies, conceptual land plans, and cost modeling. Identify entitlement risks and recommend mitigation strategies.
- Consultant Oversight: Manage selection, contracting, and performance of external consultants including land planners, civil engineers, legal counsel, and permitting specialists.
- Cross-Functional Collaboration: Work closely with Land Acquisition, Land Development, Construction, and Sales teams to ensure entitlements align with division goals and product requirements.
- Internal Process Compliance: Ensure all entitlement activities comply with corporate policies, risk management practices, and regulatory guidelines.
- Issue Resolution: Proactively identify and resolve entitlement challenges to maintain development timelines and minimize delays.
- Mentorship & Leadership: Support the professional development of junior land planning or entitlement team members as needed.
QUALIFICATIONS
- Education: Bachelor's Degree in Urban Planning, Civil Engineering, Landscape Architecture, Public Policy, or a related field. Master's Degree preferred.
- Experience: Minimum 7–10 years of progressive experience in land planning, entitlements, or land development, with at least 3 years in a leadership or senior project management role.
- Technical Knowledge: Deep understanding of municipal planning processes, zoning ordinances, CEQA/NEPA, permitting, and subdivision regulations.
- Leadership & Communication: Exceptional communication, negotiation, and interpersonal skills, with proven experience managing high-level relationships with public agencies and consultants.
- Project Management: Demonstrated success managing complex entitlement projects across multiple jurisdictions with strict timelines and budgets.
- Technology: Proficiency in Microsoft Office Suite, AutoCAD, GIS, and project management software.
