DUTIES
The Assistant Director ATC serves as second in charge of the facility and is responsible for assisting the Director in planning and managing facility resources including: budget and spending plans, capital and minor rehabilitation projects, day-to-day activities and services, liaison with host psychiatric center and community providers, personnel and quality management.
Responsibilities Include But Are Not Limited To
- Monitor and report quality of care issues with OASAS and the Justice Center including deaths and allegations of abuse and neglect and ensuring the adherence to 836 regulations such as incident reports and investigations and incident review.
- Achieve OASAS service level goals for overall occupancy, patient days, and length of stay. Work with local providers of addiction services to minimize or eliminate refused admissions and waiting lists.
- Participate with local providers and county government in the planning process for the overall delivery of addiction services in the catchment areas to develop and augment community services which complement and supplement those offered by the ATC, such as outpatient clinics, detoxification services, counseling services, information and referral services and residential services.
- Oversee the billing of treatment services of the program to the insurance companies including submitting the required documents, obtaining authorizations, and timely concurrent reviews to maximize revenue.
- Monitor the procurement of goods and services to run the facility and contract management within the established ATC budget, monitoring of expenditures, spending plans; and oversees procurement and contract management activities.
- Develop and submit annual and monthly narrative and statistical reports on facility activities and patient progress for program audit and evaluation, third party reimbursement, and program reporting units.
- Review and approve staffing patterns, requests and assignments per operational needs of the facility.
- Manage staff evaluations, review and communicates training needs of staff
- Collaborate with local providers and county governments in planning addiction services for outpatient clinics, community residences, detoxification, referrals, and informational programs.
- Serves on committees and workgroups; and contributes to statewide policy development.
- Supervises clinical and treatment staff
- Other Job-related tasks as assigned

Qualifications
To be considered for appointment through NY HELPS, candidates must meet the open-competitive minimum qualifications for this position. The qualifications are:
Either A. a bachelor's degree AND four years of experience providing addiction services, which must have included providing clinical supervision, program planning, and administration of a licensed or certified addictions program. One year of the experience must have been at a supervisory level
OR B. A master's degree AND three years of experience providing addiction services, which must have included providing clinical supervision, program planning, and administration of a licensed or certified addictions program. One year of the experience must have been at a supervisory level
This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS). For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply.
At a future date, it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in an NY HELPS title, employees may take part in any promotion examination for which they are qualified.
Candidates must be eligible and maintain eligibility for full and unconditional participation in the Medicaid/Medicare programs. Failure to maintain licensure, certification and Medicaid/Medicare eligibility will result in termination of employment. Candidates must also be designated as a Qualified Health Professional (QHP) as defined in New York Codes, Rules and Regulations No. 14, Chapter XXI, Part 800.3(I). Definition of QHP is available at:

SALARY
$93,659 - $118,388
Plus $4,000 Location Pay
The salary range listed for this posting reflects the full range for this graded position, factoring in annual performance advances based on satisfactory annual performance reviews. Candidates with no previous State service will begin at the hiring rate (starting rate of the salary range) listed above, plus any applicable Location Pay/Geographic Pay/Shift Pay differentials.
Promotion salaries are calculated by the NYS Office of the State Comptroller in accordance with NYS Civil Service Law, OSC Payroll rules and regulations, and negotiated union contracts.

Background Investigation Requirements
Prospective appointees will be: 1) Checked against the Staff Exclusion List (SEL) maintained by the Justice Center for the Protection of People with Special Needs. Prospective employees whose names appear on the SEL as having been found responsible for serious or repeated acts of abuse or neglect will be barred from appointment and may have their names removed from the eligible list(s) for the title(s) if applicable. 2) Investigated through a Criminal Background Check (CBC) that includes State and federal Criminal History Record Checks. All convictions must be reported; conviction of a felony or misdemeanor, or any falsified or omitted information on the prospective appointee's employment application may bar appointment or result in removal after appointment. Each case will be determined on its own merits, consistent with the applicable provisions of State and federal laws, rules, and regulations. Prospective employees will be fingerprinted in order to obtain a record of their criminal history information, and may be required to pay any necessary fees. 3) Screened against the Statewide Central Register of Child Abuse and Maltreatment (SCR). Prospective employees may be required to pay any necessary fees. Additionally, prospective employees whose names are indicated on the SCR may be barred from appointment.
