This recruitment will establish an employment list to fill current and any future vacancies within the Resource Management Agency, specifically for the Solid Waste Abatement program

Level II :

  • Study of building plans, layouts and specifications concerning various types of building permits to determine appropriate inspection methods

Minimum Qualifications

Minimum qualifications are used as a guide for establishing the education, training, experience, special skills and/or license which are required and equivalent to the following.

Level I:

Education:

  • Equivalent to completion of the twelfth grade and preferably completion of an approved apprenticeship or recognized technical course in one of the building trades.

Experience:

  • Two (2) years of experience in the building and construction trades working in compliance with California building codes and regulatory ordinances, preparing physical planning documents, or in a building inspection activity or building permit agency.

OR

  • Two (2) years of investigative or inspection experience in a public agency performing field or office work in the enforcement of Federal, State and local codes, regulations or ordinances relating to building codes, building plans, health and safety Codes, zoning ordinances, abandoned vehicle abatement, employee housing, and/or other public nuisances.

Level II:

Education:

  • Equivalent to completion of the twelfth (12th) grade, supplemented by technical or college level courses pertaining to the building trades, law enforcement or a related area.

Experience:

  • Three (3) years of experience in the building and compliance trades working in compliance with the California Building Codes and regulatory ordinances, preparing physical planning documents, or in building & code compliance activity or building permit agency.

OR

  • Three (3) years of investigative or inspection experience in a public agency performing field or office work in the enforcement of Federal, State and Local codes, regulations or ordinances relating to building codes, building plans, health and safety Codes, zoning ordinances, abandoned vehicle abatement, employee housing, and/or other public nuisances.

Knowledge of:

Level I:

  • Ability to interpret the following codes: California Building Codes; California Residential Code; California Fire Code, Health and Safety Code, Vehicle Code, Penal Code, Abatement of Dangerous Building Code, California Electrical Code, California Plumbing and Mechanical Codes, Accessibility Regulations, and California Energy Requirements. California Green Code.
  • Math to work with percentages, decimals, and moderately complex design formulas, and to determine ordinance violations and property locations.

Level II:

  • Basic carpentry, building construction/structural design, plumbing, mechanical, and electrical systems, components, methods, installation and materials.
  • Drafting techniques and procedures; ability to interpret the following codes: California Building Code; California Fire, Health and Safety Code, Vehicle Code, Penal Code, Abatement of Dangerous Building Code, National Electric Code; California Plumbing and Mechanical Codes; Accessibility Regulations; and California Energy Requirements.
  • Ability to interpret advanced structural, electrical, plumbing or mechanical system designs.
  • Math to work with decimals, percentages, and moderately complex design formulas.
  • California Occupational Safety and Health Act; California State Housing Laws; subdivision and setback ordinances; contract documents, graphs, and building and use permits.
  • Identify various construction materials.
  • Use measuring devices including tapes, scales, gauges and rulers.
  • Identify technical problems, determine alternative solutions and act on best alternative.
  • Read, understand, retain, and recall factual information pertaining to codes, construction, investigation and inspection.
  • Operate appropriate test equipment.
  • Perform mathematical computations in working with moderately complex design formulas.
  • Locate and interpret applicable code sections using the code book.
  • Organize workloads and assignments to meet needs of contractors and availability of inspectors.
  • Plan, prepare, and speak publicly to large groups.
  • Interpret structural system designs: roof spans, door and window framing using wood, steel, concrete and masonry.
  • Provide training and instruction to staff.

Skill/Ability to:

Level I:

  • Interpret and apply County of Tulare ordinances, regulations, and codes relating to building, zoning, code compliance, health and safety, and the rules of evidence and recognize conditions that constitute an ordinance or code violation.
  • Work and communicate effectively with people of various education and socioeconomic backgrounds by respecting beliefs, interpersonal styles and behaviors of both clients and co-workers.
  • Operate contemporary office equipment inclusive of computer, keyboard, and all applicable electronic equipment; read and understand blueprints, maps, drawings, specifications, grades, regulations concerning zoning, subdivisions, and setbacks.
  • Use patience and tact to deal effectively with a wide cross-section of the general public in a service and enforcement situation.
  • Retain and recall technical information and to explain technical terms and concepts to others.
  • Plan and organize work; interpret structural and system designs and identify construction materials.
  • Estimate labor and material costs; use measuring devices.
  • Observe safe work practices.
  • Crawl through attics and under floors, climb ladders and scaffolds, and walk on roofs.

Level II:

  • Interpret and apply County of Tulare ordinances, regulations, and codes relating to building, zoning, code enforcement, health and safety, and the rules of evidence.
  • Recognize conditions that constitute an ordinance or code violation.
  • Determine violations versus permitted land uses per zoning ordinances.
  • Utilize word-processing, spreadsheet and database software such as PALMS.
  • Establish and maintain effective working relationships with professionals in building construction, allied agencies, employees, supervisors and the general public.
  • Communicate effectively both orally and in writing.
  • Follow verbal and written instruction.
  • The ability to enforce all codes firmly, tactfully, and impartially using sound judgment in drawing conclusions and in making decisions.
  • Use courtesy and self-restraint in dealing with the general public.
  • Exercise considerable tact and judgment in difficult situations.
  • Comprehend and articulate complex facts.
  • Work independently and carry out duties with a minimum of supervision.
  • Explain technical terms and concepts verbally and in writing.
  • Crawl through attics and under floors, climb ladders, scaffolds and walk on roofs; observe safe work practices.
  • Operate a motor vehicle safely.

License or Certificate:

Possession of, or ability to obtain, an appropriate, valid California driver's license AND

Level I:

  • Possession of or the ability to obtain one (1) of the following certifications within two years from date of hire as mandated by Health and Safety Code sections ; International Code Council Certification; California Association of Code Enforcement Officers (CACEO) or a related organization;

Level II:

  • Possession of one (1) or more of the following certifications: International Code Council Certification; California Association of Code Enforcement Officers (CACEO) or a related organization;

DESIRABLE EMPLOYMENT STANDARDS

Knowledge of :

  • Applicable Federal, State, and local statutes, ordinances, rules, regulations, policies, standards, and codes.
  • Tulare County ordinances pertaining to the Planning and Development Department.
  • General clerical procedures such as filing and sorting.
  • Knowledge of software programs.
  • Building plan check and drafting interpretation.

License or Certificate:

  • Possession of or the ability to obtain additional certifications: International Code Council Certification; California Association of Code Enforcement Officers (CACEO) or a related organization.

Candidates selected will be required to pass a pre-employment drug and alcohol screening. Benefit Amount:An annual benefit amount is provided and may be applied towards health insurance premiums (medical, dental, vision and life). This benefit is pro-rated and paid on a pay period basis (24 pay periods).

Health Insurance:A choice of PPO and HMO medical plans which include PPO and HMO dental plans and include dental and vision coverage. Dependent coverage is available. Providers include Anthem Blue Cross, Kaiser Permanente, Delta Dental, and Vision Services Plan (VSP).

Retirement:The retirement plan is a defined benefit plan administered pursuant to the 1937 Act County Employees Retirement Act and integrated with Social Security. In addition to ordinary retirement benefits, the plan provides disability and death benefits. Retirement contributions are made by both the County and the employee. The County has reciprocity with the State of California, contracting PERS agencies, and all County 1937 Act Retirement Systems.

Paid Holiday Leave:12 set days and 1 personal holiday.

Vacation Accrual:

2 weeks per year (0-3 years of service)

3 weeks per year (3-7 years of service)

4 weeks per year (7-11 years of service)

5 weeks per year (11+ years of service)

Limit of 300 hours.

Sick Leave Accrual:12 days per year with unlimited accumulation, 60 hours of which may be used toward family sick leave.

Group Term Life Insurance and AD&D:$10,000; Provided by Standard Insurance Company.

Disability Insurance:Employees are covered by State Disability Insurance. The premium is paid by the employee.

Deferred Compensation:A voluntary deferred compensation plan is available.
