  • As a Database Administrator, you will play a critical role in ensuring our data infrastructure is secure, reliable, and high performing. You'll be responsible day one for installing and configuring database systems, managing user access and permissions to safeguard sensitive information, and implementing robust backup and recovery strategies to protect against data loss. Y our expertise will drive ongoing performance tuning and optimization, ensuring our databases run efficiently and support business needs seamlessly. You'll maintain data integrity and accuracy, keep systems up to date with the latest patches and upgrades, and proactively troubleshoot any issues that arise. Additionally, you'll document configurations and procedures, contributing to a well-organized and resilient data environment that supports our organization's growth and success.

Compensation:
While the range below is broader, this position will offer a base salary of
75K to 85K
. Offer based on candidate's % of job description match and location. Compensation for this position is limited to this base salary range and the great full-time ICF benefits package for this level.

Key Responsibilities

  • Maintain and buildout functionality developed for clients in the Quickbase low-code platform. This includes monitoring and updating user permissions, building out additional modules to provide new functionality, updating data migration processes, and reconciling or QC'ing existing databanks. We manage a complex application that consolidates a web of databases into a single source for reporting. Ensuring the integrity of this database will be your primary responsibility.
  • Support state and local governments to successfully administer grant programs by leveraging knowledge of their systems of records and maintaining an understanding of the internal challenges. Provide tailored guidance based on our knowledge of the various systems GLO interacts with to ensure the correct reports and tools are being provided.
  • Develop and update job aid materials and SOPs to ensure consistency, while providing clear system navigation instructions. Ensure all documentations adhere to relevant federal and state laws, regulations, and CDBG-DR/MIT requirements, including checklists, procedural guides, process flowcharts, and training resources.
  • Provide onsite technical assistance and training to state and local government agencies on programmatic systems and procedural requirements.
  • Fulfill assigned responsibilities accurately and in a timely manner to ensure all tasks are completed by the designated due date, while proactively communicating any delays or knowledge gaps that may impact successful task completion.
  • Deliver comprehensive financial system and data integrity support to promote accurate reporting within federal, state, and local government systems of record.
  • Maintain a results-oriented approach to support the client in achieving audit readiness.
  • Strong analytical skills with experience in reconciling complex financial data.
  • Proficiency in Microsoft Excel functions (complex functions, Power Query, Pivot Tables).
  • Ability to work independently, manage deadlines, and proactively address client needs and expectations.
  • Collaborate with leads, peers, and the client to review, update and implement policies, procedures and best practices. Regularly participate and engage in management, strategy, and problem-solving meetings to effectively address client's needs and requirements.

Minimum Required Qualifications**

  • Bachelor's degree in management information systems, finance, accounting, or related field.
  • 5+ years of experience in data analytics and reporting using common business intelligence tools, such as Power BI.
  • 3+ years of recent experience in reporting, analytics, and database administration (*see above).
  • 3+ years of hands-on experience writing technical guidance or procedures, examples SOP, functional specs.
  • Advance knowledge of Microsoft Excel (including the use of pivot tables and self-creation of advanced formulas).
  • Willing and able to travel (flight and vehicle) for work as needed with minimal notice.

Preferred Skills/Experience: (

  • Public Sector experience, such as state and local government working with federal grants.
  • 3+ years of CDBG and/or CDBG-DR/MIT experience.
  • Familiarity with HUDs DRGR Reporting system or Texas' TIGR reporting system
  • Experience with data analysis, visualization, and manipulation using tools like Excel, Power BI, Python, Quickbase, Jet Reports, Tableau.
  • Grant Accounting, Public Accounting, Budgeting
  • Experience with Agile Methodology
  • Experience with Microsoft Dynamics 365.
  • Experience in delivering training and technical assistance.
  • Experience with creation of CDBG-DR/MIT subject-related materials, such as training and technical assistance tools, presentations, handouts, etc.
  • Experience working in Texas within a Federal, State and/or City financial role.
