The Office of Mental Health (OMH) is recruiting to fill an Assisted Outpatient Treatment (AOT) Compliance Specialist 1, Grade 23, non-competitive, position in the New York City Field Office (NYCFO). Under the general direction of the Director of the Bureau of Special Projects and supervision of the AOT Compliance Specialist 3, the AOT Compliance Specialist 1 will oversee Kendra's Law within New York City's large and complex behavioral health system. In the New York City region, where the volume of AOT-related work is the highest in the state, AOT Compliance Specialists are assigned to provide oversight in one of the five boroughs of New York City. The incumbent will work independently reviewing each proposed treatment plan suitable for the individual for whom services are being recommended; investigating to see that all court-ordered services are being provided in a timely manner; and determining whether a county meets its statutory obligations under Kendra's Law. Specific duties to be performed may include, but are not limited to, the following:
- Provide oversight and monitoring of the Assisted Outpatient Treatment Programs in their geographic area as well as technical assistance and customer relations to the Local Governmental Units (LGU's) and providers, utilizing clinical knowledge and skills.
- Coordinate and conduct service verifications of programs court ordered to provide treatment and support to AOT recipients.
- Serve as the primary customer relations contact for AOT related matters and function as lead for all questions related to Kendra's Law and AOT.
- Field all technical assistance for complaint calls to programs licensed by OMH and manage all AOT related concerns (Everest complaints).
- Provide education to recipients, families, providers, and legal entities regarding Kendra's Law and the purpose of AOT services for high-risk/high-need individuals.
- Assist with data entry and data review including but not limited to AOT legal documents and statistical reports provided by Local Governmental Units (LGU's) and providers. Identify key trends and issues specific to program, county and/or region.
- Compile historical background information to inform the review of significant events.
- Interface with licensing unit for monitoring and oversight of programs that serve individuals with an AOT designation and prepare final recommendations and written reports post review and specifically for service verifications of programs..
- Maintain knowledge and familiarity of New York Codes, Rules and Regulations and Mental Hygiene Law, and interpret OMH policy as it applies to specific situations involving State and local providers who implement AOT in their communities.
Minimum Qualifications
Seven years of professional clinical experience. (Clinical experience is defined as professional level care, treatment, or instruction of patients in a Federal or State operated or licensed mental health program.)
Specialized Experience: One year of professional experience (either as part of, or in addition to, the qualifying general experience), substantially engaged in performing activities in one or more of the following areas:
- mental health program administration, management, supervision;
- high risk/high need mental health services/systems.
Degree and Licensure/Certification/Registration Substitutions:
- Bachelor's degree in a human services* field substitutes for four years of general experience.
- Licensure and registration as a professional nurse (R.N.), substitutes for four years of general experience.
- A master's degree, or licensure/certification/registration (other than an R.N.), in a mental health discipline** substitutes for one additional year of general experience.
- Examples of Human Service degrees include the following: Community Mental Health, Counseling, Education, Nursing, Occupational Therapy, Physical Therapy, Recreation Therapy, Rehabilitation, Psychology, Social Work, and Sociology; or a degree specifically labeled Human Services.
- Examples of mental health disciplines include: Child & Family Studies, Community Mental Health, Counseling, Community Services Administration, Nursing, Physical Therapy, Psychology, Occupational Therapy, Recreation Therapy, Rehabilitation Counseling, Social Work, Speech Language Pathology or Audiology, and Special Education.
