Peraton is seeking an highly strategic Workforce Management Director to lead workforce planning, resource alignment, and staffing operations for critical programs supporting the Federal Aviation Administration (FAA). This role will develop and manage strategic workforce initiatives, ensuring that the right people, skills, and capabilities are available to meet the FAA's modernization and mission demands. You will work closely with leadership, HR, and program teams to forecast staffing needs, optimize workforce deployment, and ensure operational readiness across diverse technical and administrative functions.

In this position, you will:

  • Develop and implement strategic workforce plans to meet current and future staffing needs across FAA programs.

  • Lead resource allocation, forecasting, and utilization tracking to ensure optimal workforce deployment.

  • Collaborate with HR, program leadership, and finance to align hiring, retention, and development strategies with mission goals.

  • Analyze workforce data to identify skill gaps, succession needs, and efficiency opportunities.

  • Manage the onboarding, transition, and redeployment of personnel across multiple projects and programs.

  • Oversee the development and maintenance of workforce dashboards, reports, and performance metrics.

  • Provide strategic guidance on workforce composition, staffing models, and contract labor utilization.

  • Support change management, organizational design, and process improvement initiatives.

  • Ensure compliance with FAA and federal workforce policies, diversity initiatives, and staffing standards.

  • Partner with program teams to anticipate evolving skill needs in cybersecurity, systems engineering, and automation domains.

  • Develop and managing staffing models, headcount forecasts, and resource allocation plans.

Qualifications

Basic Qualifications:

  • U.S. Citizenship Required.
  • Must have the ability to obtain / maintain a Public Trust clearance. 
  • 16 years of professional experience in workforce planning, talent management, or resource operations.
  • Demonstrated experience leading large-scale workforce initiatives in government or federal contracting environments.
  • Proven success collaborating across HR, Finance, and Program Management teams.
  • Excellent communication, facilitation, and executive reporting skills.
  • Proficiency with data analysis and visualization tools (Excel, Power BI, or Tableau).
  • Ability to track and manage resource availability, utilization, and skill alignment across multi-program portfolios.
  • Understanding of labor category mapping, salary structures, and workforce cost modeling.
  • Experience preparing audit-ready workforce documentation and executive summaries.
  • Experienced in workforce analytics, automation, or AI-driven talent management systems.

Preferred Qualifications:

  • Previous experience working with or for the FAA, DOT, or state aviation authorities.
  • Prior experience supporting FAA NextGen, NAS modernization, or federal aviation strategy programs.
  • Degree in Human Resources, Business Administration, Organizational Development, or related field.
  • Familiarity with FAA workforce frameworks, HR policies, and staffing processes.
  • Experience supporting federal or aviation-related workforce programs.
  • Professional certifications such as SHRM-CP, SHRM-SCP, PHR, or PMP.
  • Experience in organizational transformation, succession planning, or diversity program leadership.
  • Familiarity with federal workforce planning frameworks and government contracting environments.

Target Salary Range$135,000 - $216,000. This represents the typical salary range for this position. Salary is determined by various factors, including but not limited to, the scope and responsibilities of the position, the individual's experience, education, knowledge, skills, and competencies, as well as geographic location and business and contract considerations. Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay.
