Job Summary
We are looking for a Head, CTOO Governance, Americas who will be responsible for driving critical enterprise-wide initiatives across the business with a focus on future-ready capabilities.
The ideal candidate will have strong strategic thinking, and the ability to drive change & unlock efficiencies to support growth. The role will also support the US & Americas business through the governance of non-financial risk frameworks, processes, and controls to ensure client-focused solutions and articulate risks to aid business decision-making on behalf of the CTOO Americas.
The role requires collaboration and alignment with the Business/ Product, Operational Risk teams and other support functions, to unblock obstacles and run a controlled manner while enabling it to meet the America's financial targets and build our client franchise. Thus, we are looking for a dynamic and experienced strategic delivery partner in the CTOO Americas team.
Further responsibilities include partnering in Business Transformation, Budget & Cost Management, Stakeholder Management while making sure that Product/Process Knowledge and Regulatory Awareness are tracked and managed.
Key Responsibilities
Strategy
- Be aware of and understand the Group's business strategy for the Americas and understand its implications on non-financial risk
- Support the CTOO Americas in identifying and driving strategic initiatives to build the business franchise and increase business operating efficiency.
- Support the development and implementation of the strategic priorities for CTOO Americas
- Assist in implementation of various regulatory or structural change driven projects.
- Proactively engage with CTOO teams and other support / control functions to drive the regional strategy
Business
- Promote awareness and understanding of the regulatory framework in which the Group operates, and the regulatory requirements and expectations relevant to the role.
- Lead and drive the implementation of and strengthen controls; including but not limited to product enablement as well as collaboration initiatives with other parts of the organization
- Lead and support a change in mindset, building a culture of client centricity, agility, and accountability through standardised metrics and measurement, ensuring everyone in Operations are drivers and owners of client outcomes.
- Responsible for challenging and questioning business strategy in application of operational risk appetite, seek to optimise the business risk-return profile
- Foster effective partnerships with stakeholders in the change and transformation action process from Accountable Executives and Project Managers to Audit, CFCC, and the Regulator(s).
- Stakeholder engagement – build strong relationships and influence across businesses, functions in the Americas
Daily Tasks
Governance
- Support the US & Americas business through the governance of non-financial risk frameworks, processes, and controls to ensure client-focused solutions and articulate risks to aid business decision-making on behalf of the CTOO Americas
- Ensure robust governance for transformation programmes, ensuring consistent oversight, transparency (including visibility of key risks and issues) and effective decision making
- Assess the effectiveness of the Group's arrangements to deliver effective governance, oversight, and controls in the business. Challenge processes, procedures, and policies and embed improvements where required
- Accountable for the identification of operational risk, regulatory and thematic risks for CTOO and relevant functions in the Americas, and the implementation of appropriate controls to mitigate these risks as required
- Oversight of the Non- Presence Country (NPCs) Framework for the Americas
- Responsibility for oversight and reporting on the Americas entity environment in line with the requirements of the subsidiary governance policy. This includes monthly reporting to the CEO, Americas and relevant governance forums.
- Lead the annual assessment of the Bank's Peripheral Businesses activities in the Americas, evaluate risks to the franchise, and report at the relevant governance forums.
- Responsible for escalation of issues, blockages, challenges and trends to the regional lead, CTOO and business head when required
- Prepare papers or provide updates as requested by governance committees
- Responsible for speaking out on emerging risks
Additional Responsibilities
Processes
- Responsible for coordinating internal and external reviews – liaising with stakeholders to ensure timely / accurate information is provided. Review audit findings and key themes, assisting the business to achieve timely resolution of action plans.
- Responsible for supporting the business in minimizing operational risks and losses, and ensure material operational losses are investigated to prevent recurrence per group policy. Root Cause Analysis to be carried out where required and ensure any findings are remediated.
People & Talent
- Lead through example and build the appropriate culture and values. Set appropriate tone and expectations from their team and work in collaboration with risk and control partners.
- Employ, engage and retain high quality people, with succession planning for critical roles.
- Responsibility to review team structure/capacity plans.

Risk Management
- Responsibilities to identify, assess, monitor, control and mitigate risks to the Group, and display an awareness and understanding of the main risks facing the Group.
- Lead the Bank's conduct agenda in the Americas on behalf of CTOO.
- Manage and report risk themes across principal risk types at the appropriate governance forums.
Qualifications
- 10 plus years of experience in the banking industry, products, change and transformation
- Proven experience delivering large-scale initiatives (e.g. operating model change, digitalisation, etc).
- Solid experience in project/program management; ability to adapt and act quickly to drive change by advocating innovative solutions
- Financial and performance management capability, including balance sheet management
- Resilient and comfortable working in a relatively unstructured, and multi-dimensional, fast paced environment
- Strong interpersonal and communication skills, with the ability to clearly articulate ideas, issues and solutions
- Self-motivated team player, excellent analytical and problem-solving skills, with the ability to articulate and resolve complex operational issues
- Proficiency in MS Excel, PowerPoint and Word is a must
- Education - Relevant degree qualification required

Recruitment Assessments
Expected annual base pay range for the role is 193,630 USD to 290,440 USD. The final offer will be determined on an individualised basis using a number of variables, including but not limited to skill set, depth of experience and education, internal relativity, and specific work location. At Standard Chartered Bank, Base pay is only part of the total compensation package.
