The Public Employees Retirement System is recruiting for one (1)
Deputy Chief Operating Officer (Business Operations Manager 3) position.

  • This is a full-time, permanent position.
  • This is a hybrid position based at our headquarters in Tigard, Oregon, and the successful candidate may need to work 1-2 days in the office depending on the weekly business need.
  • This recruitment will be used to establish a list of qualified applicants to fill the current vacancy and may be used to fill future vacancies as they occur.
  • This position is a management service supervisory position and is not represented by a collective bargaining agreement.

The mission of the Public Employees Retirement System (PERS) is to serve the people of Oregon by administering public employee benefit trusts to pay the right person the right benefit at the right time.
The Legislature established PERS, the agency, to administer the retirement system in partnership with approximately 900 public employers, including school districts, special districts, cities, counties, community colleges, universities, and state agencies. PERS is required to administer the retirement system for participating public employers and must follow all relevant state and federal laws when determining and administering benefits. PERS engages with more than 415,000 current and former public employees or their beneficiaries and maintains important data about their public employment service, salaries, and other information. PERS also administers a health insurance program for retirees (PERS Health Insurance Program) and a 457(b) voluntary deferred compensation program (Oregon Savings Growth Plan).

Operations Division
The PERS Operations Division provides services to PERS members along the entire life cycle of their public service career: from their first job with a PERS-participating employer until their retirement. The division helps ensure that PERS fulfills its mission to provide the right person the right benefit at the right time. The Operations Division supports four benefit programs for members of the three PERS plans (Tier One, Tier Two, and the Oregon Public Service Retirement Plan (OPSRP):

  • The lifetime pension.
  • The Individual Account Program (IAP).
  • The Oregon Savings Growth Plan (OSGP).
  • The PERS Health Insurance Program (PHIP).

What You Will Be Doing
The primary purpose of the
Deputy Chief Operating Officer (BOM3)
is to oversee, direct and implement operational short and long-term initiatives within the Operations Division, that support member and employer programs in alignment with statutes, policies and rules. This position shall strive to initiate, validate, and adjust priorities to increase daily efficiencies with a purpose to align with the agency's strategic plan, divisional operational plan, diversity, equity, inclusion, and access plans, and other goals as required.

Minimum Qualifications
Seven years of supervision, management, or progressively related experience; OR four years of related experience and a bachelor's degree in a related field.

  • The salary listed is the non-PERS qualifying salary range. If the successful candidate is PERS qualifying, the salary range will reflect an additional 6.95%.
