Software Application Specialist
This position requires an active
Public Trust
clearance or the ability to obtain a
Public Trust
clearance to be considered.
As required by our governmental client, this position requires being a US Citizen.
Provide experience in interpreting software requirements, designing applications, and collaborating seamlessly with diverse development teams. Demonstrate proficiency in analyzing, designing, and enhancing healthcare-related interfaces. Demonstrate experience in database analysis, effective communication, product evaluations, installation, configuration support, and adherence to Health IT standards, including communication protocols, data formats, and healthcare regulations. Offer expertise in medical and public health informatics, data analysis, health IT integration, security, compliance (HIPAA), and emerging technologies, supporting large-scale public health initiatives and information dissemination.

Software Application Specialist Responsibilities Include
- Provide experience in interpreting software requirements, designing applications, and collaborating seamlessly with diverse development teams.
- Demonstrate proficiency in analyzing, designing, and enhancing healthcare-related interfaces.
- Provide technical, managerial, and administrative leadership for complex IT system analysis, development, and implementation.
- Define problems, analyze requirements, and develop solutions for highly complex systems.
- Advise on system improvements, optimization, and maintenance in areas including IT architecture, networking, risk management, telecommunications, automation, and software development.
- Apply expertise in medical and public health informatics, statistics, bio-statistics, and quantitative data analysis for public health initiatives.
- Utilize and support tools relevant to federal health missions, such as SAS, Epi Info, and data-driven health analytics.
- Oversee IT system integration, interoperability, and data-sharing efforts in public health organizations.
- Ensure compliance with HIPAA, privacy laws, and data security standards.
- Contribute to national and international IT standards development (HL7, X12, W3C).
- Support public health initiatives through decision science, web technology, expert systems, and data mining.
- Lead the implementation of scientific visualization technologies for public health research and practice.
- Performs other job-related duties as assigned.
Software Application Specialist Experience, Education, Skills, Abilities Requested
- Bachelor's or Master's degree in Health Informatics, Computer Science, Information Systems, Public Health, or a related field.
- Experience in interpreting software requirements, designing applications, and collaborating seamlessly with diverse development teams.
- Proficiency in analyzing, designing, and enhancing healthcare-related interfaces.
- Experience in database analysis, effective communication, product evaluations, installation, configuration support, and adherence to Health IT standards, including communication protocols, data formats, and healthcare regulations.
- Minimum of 10 years of experience in IT systems, public health informatics, or related fields.
- Proven expertise in government health IT projects, large-scale system integration, and data analysis.
- Experience in medical and public health informatics, system architecture, and risk management.
- Hands-on experience with federal health IT tools and data resources (SAS, Epi Info, etc.).
- Familiarity with healthcare data exchange standards (HL7, X12, W3C).
- Strong knowledge of public health IT systems and database integration.
- Expertise in information retrieval, decision science, and advanced analytics.
- Ability to develop and implement security and compliance measures, including HIPAA.
- Excellent problem-solving, analytical, and strategic planning skills.
- Strong communication and collaboration abilities with government agencies and health organizations.
- Ability to obtain a Level 5C Position of Public Trust suitability clearance.
- Must pass pre-employment qualifications of Cherokee Federal.
