The following position is to join our RTX Corporate Global Legal Affairs & Government Relations team. 

RTX has an outstanding career opportunity for an Associate Director and Counsel to join RTX's Global Legal Affairs & Government Relations (GLAGR) team providing dedicated comprehensive legal and public policy compliance support to the RTX Global Government Relations (GGR) function.  This position is for an experienced Associate Director and will report to the GLAGR Senior Director & Associate General Counsel.

The Associate Director will join a small team of attorney and non-attorney professionals who work closely with GGR internal lobbyists and staff, third-party lobbyists and consultants, the RTX Business Units (BUs, i.e., Raytheon, Collins Aerospace, and Pratt & Whitney), and the RTX Global Ethics and Compliance team on domestic and international political law and policy issues, ethics and compliance matters, and organizational improvement projects.  The successful candidate will be highly client-focused, organized, and adept at building positive business relationships within the GGR team and across the RTX enterprise. 

What You Will Do:

  • The successful candidate will work well in a high-energy, fast-paced environment, developing relationships with internal clients and collaborating with multiple functions as a trusted business legal partner.  They will provide guidance on legal and political compliance issues while championing the RTX values. The responsibilities of the Associate Director will include:

  • Advising, counseling, and educating GGR as well as BU and Corporate leaders on political law and compliance matters, including engagement with Congressional and Executive Branch stakeholders, USG revolving door restrictions, post-government employment "cooling off" periods, federal and state contractor disqualification laws and regulations, and governmental public policy matters (e.g., human rights, global chemical substances, tariffs, EU competition law).

  • Managing certain GGR third-party federal and state lobbying engagements, including performing, reviewing, and recording due diligence, drafting and reviewing lobbying agreements, conducting interviews and trainings, and identifying and advising GGR on risks and best practices relating to lobbying engagements.

  • Analyzing and responding to inquiries relating to Congressional, Executive Branch, and international gifts and gratuities rules and regulations, including compliance matters at international trade shows and industry events.

  • Supporting the development and delivery of focused and relevant trainings and communications on various political law topics, rules and regulations, and company policies.

  • Supporting enterprise-wide projects and partnering with BUs and various functions to harmonize existing internal systems and tools to align with RTX's Customer Oriented Results and Excellence (CORE) operating system to address organizational challenges, improve commonality across the enterprise, and increase operational efficiency. 

Qualifications You Must Have:

  • Juris doctor with at least six (6) years of experience in a law firm, federal government agency, or in-house counsel for a large, multinational corporation, with at least two (2) years of relevant political law compliance or ethics experience.

  • Admitted to practice law in the U.S., with active bar membership in at least one state.

  • U.S. citizenship is required, as only U.S. citizens are authorized to access certain information in this role. 

  • Knowledge of relevant laws and regulations including House, Senate, and Executive Branch lobbying rules and regulations, USG revolving door restrictions, and post-government employment "cooling off" periods.  Familiarity with federal contractor disqualification laws and regulations, FARA compliance, and a willingness to work on other governmental public policy matters (e.g., human rights, global chemical substances, tariffs, EU competition law).

Qualifications We Prefer:

  • Federal government experience, and specifically relevant experience within the House or Senate Ethics Committees, Department of Defense Standards of Conduct of Conduct Office, Department of Justice – Justice Management Division Departmental Ethics Office, or the equivalent.

  • Transactional experience, including familiarity with Direct Commercial Sales (DCS), Foreign Military Sale (FMS) transactions, the FAR and DFAR.

  • Strong written and verbal communication skills, with demonstrated ability to deliver crisp, relevant messaging up, down and across the organization.

The salary range for this role is 162,000 USD - 326,000 USD. The salary range provided is a good faith estimate representative of all experience levels.
