Field Construction Engineer, Piping

Our client is seeking a Field Construction Engineer, Piping to work within their facilities located in Port Arthur, TX, for an one-year assignment, with possible extensions.

Primary Purpose

Oversee the safe and environmentally compliant execution of piping installation and testing by EPC contractor at the project premises. Monitor the execution of work to ensure that progression is per the project specifications and industry standards and applicable codes. Report quality issues in a timely manner and help in resolving them with subject matter expertise. Foster harmonious relations with Construction, Commissioning, Turnover and Operations groups to deliver a qualitative product that maintains a world?class LNG facility. Assist in planning and develop tools to indicate progress and generate daily, weekly and monthly reports. Involve in eliminating errors in the first place and interact with craft professionals to obtain the best quality in a safe manner.

Provide input on project field engineering specialization roles and expertise on overseeing material management, quantity verification and validation. Offer technical inspection and testing knowledge and coordinate with contractors involved. Ensure field engineering activities operate safely, are complete, and conform to quality standards and project requirements. This position will report to the Field Engineering Manager.

Duties And Responsibilities
  • Perform field observations, leadership and field walks, JSA reviews, attending toolbox meetings, and adhere to the projects safety regulations.
  • Ensure piping installation, cleanliness, testing & restoration are code compliant, adhering to the project specifications, applicable drawings, manufacturer recommendations, and industry standards.
  • Maintain accountability on deliverables to the project within specific disciplines and monitor the progress of work, participate in punch list walkdowns.
  • Develop a firm understanding of system scope from the beginning and prepare to walk the systems in the areas involved. Compile the drawings and specifications associated with each system well in advance.
  • Oversee and manage contractor(s) construction activities to ensure compliance with the EPC contract, applicable permits, site regulations and construction safety program, and monitor the schedule compliance.
  • Participate in system walkdowns, reporting punch items and clearing them through inspections.
  • Interface and respond to technical queries from internal stakeholders, EPC contractors, subcontractors, suppliers, and other counterparties required.
  • Ensure zero accident philosophy and requirements are implemented and adhered to by craft and others when in the operational area, and tools and equipment are in safe condition and operated safely.
  • Participate in regular contractor construction meetings.
  • Review contractors procedures, reports and quality of the product to ensure compliance and EPC contract requirements.
  • Coordinate with the Commissioning and Start?up Manager and engineers to facilitate start?up of the project in accordance with operations agreed system turnover plan and plant performance testing and expectations.
  • Manage compliance with proper and manufacturer?required storage/preservation requirements.
  • Ensure safe and secure heavy haul & heavy lift program for all transported equipment to and within the site.
  • Perform other duties as assigned (no more than 5% of duties).
Education
  • Bachelors degree in engineering or another technical discipline, or an equivalent combination of education and experience required.
Experience
  • 8+ years of experience managing major mechanical construction projects including LNG, Oil & Gas, and energy infrastructure projects.
  • At least 5 years of background in management or construction of energy infrastructure projects required.
  • At least 5 years of experience with brownfield projects preferred.
Knowledge, Skills and Abilities
  • Knowledge of a single or multi?discipline construction or engineering operation relating to field activities.
  • Good working knowledge of piping, supports, valves and other related items for the gas industry.
  • Demonstrated knowledge in executing heavy industrial projects in oil, gas, refinery process, petrochemical and power generating stations.
  • Ability to build a positive team environment, manage and influence team performance including mentoring.
  • Analytical thinking and ability to utilize concise data and information while working through problems and implementing solutions.
  • Strong written and oral communication skills while presenting and participating in discussions with internal and external project stakeholders.
  • Strong abilities to help build a positive team environment and influence the contractor with technical skills. Good subject knowledge of applicable codes and standards.
  • Clean working memory and be able to get critical guidance from Senior Electrical & Instrumentation Field Engineers on critical issues.
  • Self?starter with strong interpersonal skills and problem?solving abilities. Ability to manage multiple complex issues and work independently.
  • Possess a positive attitude and the poise to be professional during crucial discussions with senior management and while presenting critical information requiring management decisions to overcome issues and concerns regarding site operations.
  • Good working knowledge and proficiency in the use of Microsoft Office Suite, i.e. Word, Excel and PowerPoint to convey information with clarity through presentations and reports.
Licenses and Certifications
  • A valid Drivers License is required.
  • Transportation Worker Identification Credentials (TWIC) preferred.

Other Qualifications

Work includes regular field inspections and the physical ability to conduct inspections that involve extensive walking in and around a construction site often in high heat and high humidity conditions, climbing ladders and scaffolding, working on elevated platforms, working on uneven surfaces and working in small or confined spaces. Some lifting may be required. Must have the ability to walk into and out of the project (enter/egress). Must be able to use appropriate standard and project?issued Personal Protection Equipment (PPE) required for each assigned task (i.e., harness, life vest, lift inspection tools, etc.). Attitude to complete the task ahead of the given schedule. This is a project?based position and remote work is not authorized.
