Project Manager Senior Project Manager (VDOT)

Base pay range: $90,000/yr $100,000/yr

Responsibilities
  • Coordinate vendors, consultants, and VDOT IT and business staff in the execution of IT projects and related procurements.
  • Coordinate and oversee the development of proposals, statements of work, statements of requirements, and RFP responses.
  • Assist in team development while holding teams accountable for their commitments and removing roadblocks to their work.
  • Facilitate multidisciplinary teams in the development of plans, goals, objectives, policies, and procedures for completion of a project.
  • Oversee and manage execution and day?to?day project activities as required.
  • Manage working relationships with key stakeholders, including executive management, business management, vendors, project sponsors, suppliers, and technology management.
  • Set project goals that are consistent with technical objectives and the agencys overall technology strategy.
  • Track and communicate a projects progress from schedule, cost, and risk perspectives to the project team, customers, and stakeholders.
  • Collaborate with technology leads and solution architects to incorporate agency best practices into project plans.
  • Drive consistent project delivery through the entire project lifecycle, including procurement execution, project plan definition, resource allocation, risk management, scope, schedule, and value delivery.
  • Monitor progress by third?party vendors and measure their performance with metrics.
  • Develop and maintain project budget, plans, task lists, schedules, risks, and status, including resource allocation.
  • Adhere to VDOT and VITA project management practices and governance requirements.
  • Maintain a positive project culture aligned with VDOTs mission and shared values.
  • Additional responsibilities as assigned.
Knowledge, Skills, and Abilities
  • Strong experience in developing, executing, and managing cloud?hosted SaaS implementation projects.
  • Strong experience leading business and IT resources through discovery and documentation of business and technical requirements in RFP and statement of requirement formats.
  • Strong analytical, organizational, and decision?making skills.
  • Exceptional interpersonal skills for collaboration and team building.
  • Exceptional verbal and written communication skills, simplifying complex issues for multiple audiences.
  • Ability to lead others to implement new approaches, systems, structures, and methods.
  • Ability to define and balance competing demands for quality, scope, schedule, and cost.
  • Communicate timelines and expectations to technical and business staff.
  • Ability to analyze and document system processes.
  • Solid understanding of software development lifecycle models.
  • Exceptional knowledge of Agile and Waterfall project management principles and practices, blending them as fit.
  • Knowledge of process engineering and re?engineering techniques and practices.
Qualifications
  • Minimum 10 years of experience managing large projects and a bachelors degree.
  • Fluency in Project Management tools such as Microsoft Project, Visio, and Office.
  • PMP Certification through PMI.
  • Experience with VITAs Commonwealth Technology Portfolio (CTP) system and ECOS process is strongly preferred.
  • Experience with Project Management Office methodologies and practices is strongly preferred.
  • Experience with core Commonwealth IT procurement processes (RFP, VITA Statewide Contract, and CAI SOW) is preferred.
