Job Description
Department: Purchasing
General Statement of Job
The Buyer coordinates activities related to the procurement of goods and services for the College. Ensures purchase transactions adhere to college policies and procedures and to applicable federal and state laws and regulations.
Specific Duties and Responsibilities
Essential Functions:
- Reviews assigned requisitions to ensure information is accurate and complete by reviewing budgeted funds, specifications, proper authorizations, and allowable/unallowable items.
- Confers with vendors to obtain product and/or service information price, availability and delivery schedule.
- Researches and develops specifications to estimate values according to knowledge of market price for end-users and analyzes vendor quotes.
- Determines method of procurement such as direct purchase, competitive bid, request for qualifications, or purchase through a cooperative purchasing agreement in accordance with federal and state laws and College policies and procedures.
- Researches costs and availability of items; researches and evaluates alternative sources of supply.
- Prepares specifications and scope of service requirements to conduct competitive solicitations for products and services.
- Conducts evaluations on competitive proposals with end-users to arrive at a "best value" determination for the purchase of goods and/or services.
- Prepares solicitation documents including advertisements, confidentiality forms, evaluation forms, and proposal tabulations for conducting competitive procurement.
- Reviews competitive quotes and proposals and communicates with vendors to clarify any issues.
- Maintains procurement records on items or services purchased to document vendor compliance with requirements such as price, delivery, product quality, and performance.
- Investigates problems with defective or unacceptable goods or services with Central Receiving personnel, end-users, vendors and others to determine source of trouble and takes corrective action.
- Provides technical assistance and support to College personnel and vendors in order to ensure compliance with established procedures.
- Assists with expediting delivery of items to end-user departments in coordination with Central Receiving personnel.
- Maintains department website, as needed.
- Assists in training faculty, staff and/or purchasing personnel on the use of purchasing software module and on purchasing procedures.
- Prepares state, purchasing and receiving reports, as needed.
- Assists in obtaining vendor information to comply with Internal Revenue Service (IRS) guidelines.
- Verifies vendor's status through the state and federal government websites.
- Conducts research to identify new sources of competitive procurement of equipment and services.
- Oversees the purchasing cycle (requisitioning, bidding, processing of purchase orders, and receipt of items) assuring transactions are accurate and completed on time.
- Keeps abreast of changes to state and federal laws and regulations that affect the Purchasing department.
- Assists with imaging and maintaining department records to comply with retention policies and procedures, as needed.
- Travels throughout the college district, as needed.
- Performs other duties as assigned.
- Bachelor's degree required.
- At least three (3) years of purchasing experience in a public entity, higher education institution, school district, or nonprofit agency, preferred.
- Excellent oral, written, presentation, negotiation, analytical, and interpersonal communication skills.
- Strong computer skills with knowledge of Microsoft Office including, but not limited to, Word, Excel, PowerPoint, and Outlook, the Windows environment, and internet research skills.
- Demonstrated commitment to providing purchasing services to the departments in a timely and efficient manner.
- Ability to prioritize, organize, and complete multiple tasks with attention to detail, within stated deadlines.
- Ability to work independently as well as a team player within department and with others.
- Ability to adapt to constant change and periods of fast-paced, high-intensity work situations.
- Ability to work evenings and/or weekends as needed; willing to travel throughout the college district using own means of reliable transportation.
- Demonstrated commitment to achieving the vision and mission of South Texas College.
- Ability to read and interpret documents such as safety rules, operating and maintenance instructions, and procedure manuals.
- Ability to write routine reports and correspondence.
- Ability to effectively present information and respond to inquiries from groups of employees, clients, customers, vendors, regulatory agencies, and the general public.
- Ability to calculate figures and amounts such as discounts, interest, proportions, percentages, area, circumference, and volume.
- Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form.
- Ability to deal with problems involving several concrete variables in standardized situations.
- Security Sensitive position: all applicants are subject to a criminal background check under South Texas College policy.
- In addition, subject to federal background check.
- Must have or qualify for a valid Texas driver's license and proof of liability insurance.
- Exerting up to 20 pounds of force occasionally and/or negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects, including the human body.
- Bending the body downward and forward by bending leg and spine.
- Perceiving attributes of objects, such as size, shape, temperature or texture by touching with skin, particularly that of fingertips.
- Picking, pinching, typing, or otherwise working, primarily with fingers rather than with the whole hand as in handling.
- Applying pressure to an object with the fingers and palm.
- Perceiving the nature of sounds at normal speaking levels with or without correction.
- Ability to receive detailed information through oral communication, and to make the discrimination in sound.
- Raising objects from a lower to a higher position or moving objects horizontally from position-to-position. Occurs to a considerable degree and requires substantial use of upper extremities and back muscles.
- Ability to make rational decisions through sound logic and deductive processes.
- Expressing or exchanging ideas by means of the spoken word including the ability to convey detailed or important spoken instructions to other workers accurately and concisely.
- Sitting particularly for sustained periods of time.
- Bending body downward and forward by bending spine at the waist. Occurs to a considerable degree and requires full motion of the lower extremities and back muscles.
- Close visual acuity to perform an activity such as: preparing and analyzing data and figures; transcribing; viewing a computer terminal; and/or extensive reading.
- Mobility to accomplish tasks, particularly for long distances or moving from one work site to another.
