Job Summary

The Test Equipment Engineering (TEE) organization within RTX provides critical engineering services supporting development, production, and sustainment of advanced defense systems. This role is for a Principal Test Systems Test Execution Lead (TEL) and is focused on program execution, cross-functional leadership, and delivery of test systems, rather than hands-on test system design ownership.

The Test Execution Lead serves as an Integrated Product Team Lead (IPTL), providing execution oversight across multiple test programs. The role requires strong coordination with program leadership, finance, planning, and engineering teams to manage cost, schedule, scope, and performance. Candidates should bring a balance of test systems domain knowledge and program management expertise.

Program and execution leadership for test systems, including cost, schedule, performance management, and cross-functional coordination across electrical, software, mechanical, and test engineering teams.

Responsibilities
  • Direct all phases of test system programs from initiation through completion
  • Act as IPTL for multi-disciplinary engineering teams
  • Manage cross-functional test teams including electrical, software, mechanical, and systems engineers
  • Oversee administrative and operational aspects of programs within established guidelines
  • Coordinate with program leadership, finance, and planning to execute Earned Value Management (EVM)
  • Analyze program performance data and develop corrective actions to optimize execution
  • Facilitate coordination across functional organizations to ensure alignment with program objectives
  • Support preparation of proposals, business plans, work statements, budgets, and contract documentation
  • Communicate test execution performance, risks, and metrics to program leadership, functional leadership, and customers
Required Qualifications
  • Bachelor's degree in Science, Technology, Engineering, or Mathematics (STEM) with a minimum of eight (8) years of relevant experience, or an advanced degree with five (5) years of experience
  • Experience with Test Systems Engineering or equivalent engineering programs supporting hardware and test software development, integration, verification, validation, and maintenance
  • Strong experience with Earned Value Management Systems (EVMS) and program execution
  • Experience with program management tools including Integrated Master Plan (IMP), Integrated Master Schedule (IMS), Risk and Opportunity Management, and Estimate at Complete (EAC)
  • Experience managing budgets, schedules, financial performance reporting, and execution metrics
  • Experience generating Budget Change Requests (BCRs) and Basis of Estimates (BOEs)
  • Active and transferable U.S. government Secret security clearance (not interim)
  • U.S. citizenship required
Preferred Qualifications
  • Experience leading multi-disciplinary engineering teams
  • EVMS certification or Program Management certification (or equivalent to Raytheon PM Level 6)
  • Demonstrated IPTL experience working with program offices and external customers
  • Strong communication and stakeholder management skills
  • Experience executing small to medium-sized engineering programs
  • Understanding of engineering development, transition to production, production, and sustainment
  • Experience with proposal capture, contract startup, and contract close-out
  • Familiarity with Automated Test Equipment (ATE) and Unit Under Test (UUT) environments
  • Understanding of Agile methodologies

Work Environment

This is an onsite role at a Raytheon facility in Tucson, Arizona. Employees in onsite roles work primarily onsite and support development, production, and sustainment activities critical to product delivery.

This position requires an active security clearance. The Defense Counterintelligence and Security Agency (DCSA) adjudicates security clearances.
